The posting

Artheon is a trusted engineering and consulting firm offering services that rival large organizations while maintaining the personalized client relationships of a boutique firm. With expertise spanning civil/site engineering, environmental permitting, transportation infrastructure, construction management, and advanced surveying technologies, we are committed to delivering high-quality, timely solutions to local, state, and federal clients.

We are seeking an experienced Resident Engineer to oversee construction management activities for municipal infrastructure and capital improvement projects throughout New York City. The ideal candidate will have extensive experience managing construction operations, administering public-sector construction contracts, coordinating multidisciplinary project teams, and ensuring compliance with project specifications, quality standards, schedules, and budgets.

Experience working directly on projects for the New York City Department of Environmental Protection (NYCDEP), the NYC Department of Design and Construction (NYCDDC), or other NYC public agencies is strongly preferred.

The Resident Engineer will serve as a key point of contact among the client agency, contractors, construction management staff, design consultants, and other stakeholders. This individual will provide day-to-day leadership for project execution, resolve construction-related issues, monitor contractor performance, and ensure that project activities are completed in accordance with contract requirements and established project objectives.

  • Monitor contractor performance, construction progress, workmanship, and adherence to approved schedules.
  • Coordinate with contractors and subcontractors to address field conditions, construction conflicts, technical questions, and project-related challenges.
  • Conduct site visits, construction meetings, and progress reviews to assess project performance and identify potential risks.
  • Ensure that quality assurance and quality control procedures are implemented and that deficiencies are documented, tracked, and resolved.
  • Monitor compliance with applicable site safety requirements and coordinate with responsible personnel to address observed safety concerns.

Contract Administration

  • Administer construction contracts in accordance with contract requirements, agency procedures, and established project management practices.
  • Review and oversee the processing of RFIs, shop drawings, material submittals, change orders, field directives, and other construction-related documentation.
  • Review contractor payment applications, quantities, progress reports, and supporting documentation for completeness and consistency with observed work.
  • Evaluate proposed changes to the work and assist with assessing their potential cost, schedule, and technical impacts.
  • Maintain accurate project records, correspondence, meeting minutes, daily reports, and other required documentation.
  • Assist with evaluating contractor claims, delay notices, time extension requests, and potential disputes.
  • Ensure that project documentation and reporting requirements are satisfied throughout construction and closeout.

Project Controls and Delivery

  • Monitor project schedules, milestones, budgets, and construction progress to identify potential delays or cost impacts.
  • Work with project managers, agency representatives, and contractors to develop corrective actions and mitigate construction-related risks.
  • Identify issues that could affect project quality, cost, schedule, safety, or contractual compliance and recommend appropriate solutions.
  • Prepare and review progress reports, executive summaries, and other project deliverables.
  • Coordinate inspections, testing activities, punch-list preparation, substantial completion, and final project closeout.
  • Support the successful delivery of projects while maintaining a focus on quality, accountability, client satisfaction, and contractual compliance.

Client and Stakeholder Coordination

  • Serve as a primary day-to-day liaison between the client agency, contractor, construction management team, and other project stakeholders.
  • Lead construction progress meetings and facilitate timely resolution of technical and administrative issues.
  • Communicate project status, emerging risks, and recommended corrective actions to client representatives and company leadership.
  • Maintain productive working relationships with agency personnel, contractors, consultants, and internal project teams.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
