At Horrocks, we believe the best work comes from a company that values people as our greatest resource and recognizes our responsibility to the communities where we live and work. We are seeking a Transportation Design & Planning Engineer with experience in transportation engineering and planning to support and help lead active transportation, trail, and multimodal projects across Utah and the Intermountain West.

This role is ideal for an engineer who enjoys both technical design and planning-level work, and who is passionate about improving mobility, connectivity, and quality of life through trails, shared-use paths, and complete streets.

What are the core responsibilities for the role?

  • Lead and support the planning and design of active transportation facilities, including shared-use paths, trails, bike lanes, and complete streets
  • Contribute to corridor studies, concept studies, active transportation plans, feasibility studies, and NEPA/PEL-related planning efforts
  • Prepare technical memoranda, reports, plans, specifications, and cost estimates for transportation and trail projects
  • Apply AASHTO, UDOT, and local agency design standards to develop safe, efficient, and constructible solutions
  • Coordinate with multidisciplinary teams, including traffic, drainage, roadway, structures, utilities, and right-of-way
  • Support project management activities, including scope, schedule, budget, and quality control
  • Analyze transportation, land use, and mobility data to inform planning recommendations and design decisions
  • Assist with and participate in public and stakeholder engagement efforts, including meetings, workshops, and presentations
  • Communicate technical information clearly through strong written deliverables and verbal presentations
  • Mentor junior staff and contribute to a collaborative team environment
  • Support client relationships and business development efforts as appropriate

Qualifications, Skills, and Competencies:

  • Bachelor’s degree in Civil Engineering (required)
  • Professional Engineer (PE) license in Utah (required)
  • 5–10 years of experience in transportation engineering and/or planning
  • Experience working on active transportation, trails, or multimodal projects
  • Strong understanding of AASHTO design guidelines, particularly for bicycle and pedestrian facilities
  • Proficiency in Civil 3D, OpenRoads, or similar design software
  • Experience preparing technical reports, studies, and design documentation
  • Strong written and verbal communication skills, including experience presenting to clients, stakeholders, and public audiences
  • Ability to work across both planning and design phases of projects
  • Self-motivated with strong organizational skills and attention to detail
  • Ability to work independently and collaboratively in a team environment

Preferred Qualifications

  • Experience working directly with UDOT or on UDOT-funded projects
  • Experience with trail planning and design, including alignment development and user experience considerations
  • Background in corridor planning, active transportation plans, or multimodal network development
  • Experience working with state DOTs, MPOs, and/or local agencies
  • Interest in innovative mobility solutions and emerging best practices in active transportation
  • Experience supporting public involvement and stakeholder coordination
  • Experience mentoring junior staff

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
