Job Description
Role Overview
We are seeking an accomplished Senior Manager - QS & Billing with 10+ years of experience to lead quantity surveying, billing, cost management, contract administration, and commercial operations for large-scale construction projects. The role will be responsible for ensuring accurate project costing, timely revenue realization, subcontractor management, commercial risk mitigation, and overall financial performance of projects.
Key Responsibilities
Quantity Surveying & Cost Management
- Lead quantity take-offs, quantity reconciliation, and BOQ management activities.
- Review project drawings, specifications, and contracts to identify commercial implications.
- Monitor project budgets, cost forecasts, and cost-to-completion reports.
- Drive value engineering initiatives to optimize project costs.
- Review and approve rate analysis for variations, extra items, and change orders.
Client Billing & Revenue Management
- Manage preparation and submission of Running Account (RA) Bills and milestone-based invoices.
- Ensure timely certification and collection of client payments.
- Track project receivables, cash flow, and billing milestones.
- Resolve commercial and billing-related issues with clients and consultants.
- Ensure compliance with contractual payment terms and conditions.
Subcontractor Billing & Commercial Administration
- Review and certify subcontractor and vendor bills.
- Monitor subcontractor performance against contractual obligations.
- Manage quantity reconciliation and final account settlements.
- Validate payment recommendations and maintain billing records.
- Support procurement teams in commercial evaluations and contract negotiations.
Contracts, Claims & Risk Management
- Administer project contracts and maintain commercial documentation.
- Manage variation orders, scope changes, claims, and extension of time (EOT) submissions.
- Assess contractual risks and develop mitigation strategies.
- Draft and review commercial correspondence with clients and contractors.
- Support dispute resolution and claim management activities.
Project Controls & Reporting
- Prepare commercial dashboards, monthly cost reports, and management MIS.
- Monitor project profitability, billing efficiency, and cost performance.
- Present project commercial status to senior management.
- Drive commercial compliance, reporting accuracy, and audit readiness.
- Support project closure activities, including final billing and account reconciliation.
Leadership & Stakeholder Management
- Lead and mentor QS & Billing teams across projects.
- Collaborate with Project Managers, Planning Teams, Procurement Teams, Consultants, and Clients.
- Establish and implement commercial best practices and standard operating procedures.
- Drive process improvements to enhance billing efficiency and cost control.
- Ensure timely resolution of commercial issues impacting project delivery.
Required Qualifications
- Bachelor's Degree in Civil Engineering.
- Postgraduate qualification in Construction Management, Quantity Surveying, Contracts Management, or Project Management will be preferred.
Qualifications
Required Experience
- 10+ years of experience in Quantity Surveying, Billing, Cost Control, Contracts Management, and Commercial Operations.
- Proven experience managing commercial activities for large-scale construction projects.
- Strong exposure to client billing, subcontractor billing, claims management, and contract administration.
- Experience in Data Centers, Commercial Buildings, Industrial Projects, Infrastructure Projects, or Mission-Critical Facilities will be preferred.
- Experience managing projects valued at ₹100 Cr+ is desirable.
