The posting

The Marketing Manager leads content, web, public relations, and brand strategy for Tyler Technologies’ State & Federal market. This role is responsible for developing and executing an integrated content and communications strategy that strengthens Tyler’s market position, supports priority campaigns and programs, and equips sales and business leaders with compelling, relevant content.

Working closely with State & Federal Marketing, Sales, business leaders, Corporate Marketing, and subject matter experts, this role translates market priorities and complex topics into clear, engaging stories and experiences across channels.

The Marketing Manager owns the State & Federal editorial strategy and content ecosystem, including thought leadership, web content, public relations, client stories, sales collateral, newsletters, presentations, and strategic communications. This position manages and develops a Marketing Specialist and oversees contract resources supporting content development and execution.

This is a highly collaborative player-coach role for a strong strategist, storyteller, writer, editor, and people leader. The ideal candidate can set direction and develop talent while remaining close to the work, personally writing, editing, and executing high-priority content and communications when needed. This person must be equally comfortable developing strategy, coaching others, advising leaders, and rolling up their sleeves to deliver exceptional work.

Responsibilities

Content Strategy & Thought Leadership

  • Lead the State & Federal content strategy and editorial calendar, aligning priorities with market, campaign, sales, and business objectives.
  • Develop high-impact thought leadership programs and assets around key government priorities, market trends, solutions, and emerging issues.
  • Partner with subject matter experts and leaders to translate expertise and complex concepts into compelling, audience-focused content.
  • Oversee development of case studies, playbooks, white papers, articles, campaign assets, sales collateral, and other strategic content.
  • Lead the content strategy and editorial direction for the State & Federal lobbyist engagement program, including educational webinars and the lobbyist newsletter, partnering with internal stakeholders and external experts to identify timely topics and develop relevant content.
  • Establish content governance and processes to ensure content remains current, consistent, relevant, and reusable across channels.
  • Identify opportunities to extend major content investments across campaigns, digital channels, sales enablement, public relations, and customer journeys.

Web & Digital Content

  • Lead State & Federal web content strategy, including market, state, solution, campaign, and thought leadership pages.
  • Partner with digital and corporate teams to continually improve content for search, AI-driven discovery/AEO, usability, engagement, and conversion.
  • Identify content gaps and opportunities based on audience needs, business priorities, campaign plans, and performance insights.
  • Ensure web content accurately reflects Tyler’s positioning, capabilities, customer outcomes, and market priorities.
  • Develop a scalable approach for maintaining and expanding state-specific and market-specific web content.

Public Relations & Communications

  • Lead proactive State & Federal public relations efforts in partnership with Corporate Communications.
  • Identify media opportunities and develop story angles that strengthen Tyler’s visibility and thought leadership within the government technology market.
  • Partner with Corporate Communications on press releases, contributed articles and op-eds, executive talking points, award submissions, and supporting communications.
  • Build strong relationships with internal leaders and subject matter experts to proactively identify customer successes, market perspectives, and stories worth amplifying.
  • Support communications around significant customer announcements, product initiatives, market developments, and other State & Federal priorities.

Brand & Sales Enablement

  • Ensure State & Federal marketing content aligns with Tyler’s enterprise brand, messaging, and positioning.
  • Lead development and governance of the State & Federal presentation library and other high-use marketing and sales assets.
  • Partner with Sales and business leaders to identify and prioritize content that supports customer conversations, market development, and revenue opportunities.
  • Translate enterprise messaging into relevant, differentiated stories for State & Federal audiences.
  • Establish standards and processes that make high-quality, on-brand content easier for Marketing and Sales teams to find and use.

Editorial & Internal Communications

  • Own the strategy and execution of the bi-monthly thought leadership newsletter targeting executive audiences.
  • Support content sourcing and development for internal State & Federal communications.
  • Maintain an integrated editorial calendar providing visibility into planned content across campaigns, web, PR, thought leadership, customer stories, and other channels.
  • Coordinate across marketing teams to maximize content reuse and maintain consistent messaging throughout the customer journey.

People Leadership & Talent Development

  • Manage, coach, and develop a Marketing Specialist, establishing clear expectations, priorities, and accountability.
  • Provide regular feedback, coaching, and development opportunities that build the specialist’s skills, confidence, and ability to take on increasing levels of responsibility.
  • Delegate work intentionally, balancing business needs with opportunities for professional growth and development.
  • Help team members strengthen skills in writing, editing, project management, stakeholder management, and strategic thinking.
  • Create an environment that encourages ownership, collaboration, continuous learning, and high-quality work.
  • Manage contract resources supporting content, communications, web, and other priority initiatives.
  • Determine the appropriate mix of internal and external resources based on priorities, capacity, expertise, and timelines.
  • Establish clear briefs, expectations, deadlines, and quality standards for both internal and contract resources.
  • Build processes that enable the content and communications function to scale as State & Federal marketing needs grow.

Cross-Functional Leadership

  • Serve as the primary State & Federal marketing lead for brand, content, web, and public relations strategy.
  • Collaborate closely with campaign, digital, events, product marketing, Corporate Marketing, Sales, business leaders, and subject matter experts.
  • Connect content and communications strategy to broader market plans, campaigns, customer journeys, and business priorities.
  • Manage multiple priorities and stakeholders while establishing clear timelines, expectations, and decision-making processes.
  • Advise internal stakeholders on messaging, content strategy, communications, and appropriate channels.
  • Use performance data, market insights, and stakeholder feedback to continually improve content strategy and prioritize future investments.

Qualifications

  • 7+ years of experience in content marketing, communications, brand, public relations, integrated marketing, or a related field.
  • Previous experience managing, coaching, or developing marketing or communications professionals.
  • Demonstrated ability to develop and execute integrated content strategies across multiple channels and audiences.
  • Exceptional writing, editing, storytelling, and message-development skills.
  • Experience leading web content strategy and familiarity with SEO, AEO, digital content optimization, and evolving search behaviors.
  • Experience with public relations, including proactive media strategy, press releases, contributed content, and executive communications.
  • Demonstrated ability to manage internal and external resources and effectively prioritize work across a significant portfolio.
  • Strong project and stakeholder management skills with the ability to move work from strategy through execution.
  • Experience working in a complex, matrixed organization and collaborating across Marketing, Sales, business leadership, and subject matter experts.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
