UNSD Information Technology Pte Ltd, trading as AsiaVerify
JOB DESCRIPTION We are looking for a Chief Technology Officer who will own AsiaVerify's technology end to end: keeping a live, revenue-critical platform running without interruption today, and building the engineering engine that drives the company's next stage of growth.
AsiaVerify delivers corporate verification and risk intelligence for global organisations operating across Asia. Our platform connects directly to official company registries and licensed data sources across 14 Asia-Pacific jurisdictions, and delivers company, ownership and risk insights through a unified API, a web portal and AI-agent integrations. Our clients include global payments platforms, financial institutions and compliance teams who rely on our data in real time to onboard and monitor businesses.
This is not a maintenance role. You will lead a distributed engineering team, set the technical direction alongside the CEO and CPO, harden our platform's reliability and security, and design how developers discover, adopt and grow with AsiaVerify. We want someone who thinks and acts like an owner of the business, not only of the code.
Our Singapore office is the HQ for our global business, working together with our offices in the UK, China and Pakistan. We welcome you to join our family - we have a comfortable, pleasant working environment and friendly colleagues.
RESPONSIBILITIES - Reporting to the CEO and working closely with the CPO as part of the senior leadership team.
Team leadership and delivery - Lead and grow a multi-jurisdiction engineering team spanning Singapore, China and Pakistan, including tech leads, backend, frontend, data and QA engineers. - Run two-week sprints effectively and efficiently: clear sprint goals, realistic commitments, predictable releases and honest reporting on what slipped and why. - Own engineering processes end to end: code review, release gates, environment promotion, rollback procedures and technical documentation. - Hire, coach and retain engineers; set individual KPIs and run performance reviews for technical staff. - Act as the final approver on major technical decisions, resolving trade-offs between tech leads quickly and transparently.
Platform stability and reliability - Ensure the live API, customer portal and AI products run without interruption, meeting client SLAs. - Own production monitoring, alerting, on-call coverage and incident management, including root-cause analysis and client-facing incident communication with Client Success. - Own disaster recovery and business continuity planning, including backup, failover and recovery testing. - Manage the reliability of upstream dependencies: licensed data providers and official data sources.
Roadmap and business growth - Work with the CEO and CPO to shape the product and technology roadmap, translating commercial priorities into delivery plans that grow revenue. - Estimate effort, cost and risk for new products, new jurisdictions and major client requirements, and give clear go / no-go and sequencing advice. - Support Commercial and Client Success on technical pre-sales, enterprise integrations and client technical escalations. - Represent technology in investor, partner and client technical due diligence.
Continuous system improvement - Identify and prioritise improvement points across the platform, covering performance, scalability, technical debt, cost and operational efficiency. - Lead platform modernisation and consolidation to improve scalability, maintainability and cost efficiency. - Improve delivery automation, testing and CI/CD. - Manage cloud spend and infrastructure footprint against budget.
Architecture and security - Own the technical infrastructure design across our multi-cloud environment, ensuring it is secure, resilient and scalable. - Own information security in practice: access control, encryption, secrets management, vulnerability management and secure development lifecycle, working with our ISMS Manager. - Lead technical alignment to ISO 27001:2022 Annex A controls and support certification and audits. - Ensure data handling meets client, contractual and regulatory requirements, including data residency and cross-border data considerations across the jurisdictions we cover, in partnership with our DPO. - Govern the use of AI and LLM services within the platform and engineering workflow, including data separation and vendor risk. - Lead technical responses to client security questionnaires and vendor risk assessments.
Innovation and developer-led growth - Design and execute a developer-led growth path: the journey from a developer discovering AsiaVerify, to testing in sandbox, to a paid production integration. - Own developer experience: API design standards, OpenAPI documentation, sandbox environment, onboarding flow, SDKs and code samples, self-serve access and usage visibility. - Extend our agent-first strategy, making our data natively usable by AI agents through the Model Context Protocol (MCP) and similar standards. - Define and track developer funnel metrics (sign-up, first successful call, time to integration, conversion to paid) with Product and Marketing. - Evaluate and introduce new technologies where they give a clear speed, cost or product advantage, without adding unnecessary complexity for a startup-sized team.
REQUIREMENTS Must have - Proven experience in the regtech industry (e.g. KYB, KYC, AML, company data, identity or compliance data platforms), with a working understanding of how compliance teams use verification data and what regulators expect of it. - At least 10 years of software engineering experience, including at least 5 years leading engineering teams in a technical leadership role (CTO, VP Engineering, Head of Engineering or equivalent). - Expert, hands-on command of our core technology stack: Backend - Java and Spring Boot; Node.js and TypeScript. Cloud - major public cloud platforms (AWS or equivalent), including multi-cloud environments, managed databases, object storage, networking and serverless data services. Data and messaging - relational, NoSQL and search data stores at scale, caching, and message queues / event streaming. API design - REST and OpenAPI, including high-availability, load-balanced API services with synchronous and asynchronous (callback) delivery. Delivery - CI/CD pipelines, Docker, Git-based workflows and monitoring tooling. - Strong working knowledge of modern JavaScript frontend frameworks and of data pipelines / ETL at scale. - An owner and founder mindset: you treat the company's revenue, costs and clients as your own, make decisions with incomplete information, and take accountability for outcomes, not only for output. - A track record of running production systems where downtime directly affects paying clients, including incident management and disaster recovery. - Practical experience securing cloud platforms and supporting ISO 27001, SOC 2 or equivalent security frameworks. - Experience leading distributed, multi-country teams across time zones and cultures. - Native or fluent in both English and Mandarin Chinese, written and spoken. Mandarin is required because the role directly leads our China-based engineering team and works daily with Chinese-language data. English is required to explain technical trade-offs to the CEO, clients and investors in plain business terms.
Nice to have - Experience building developer-led or product-led growth for an API product: developer portals, sandboxes, SDKs and self-serve onboarding. - Hands-on experience with LLMs, AI agents and the Model Context Protocol (MCP). - Experience with data acquisition and integration from diverse sources. - Experience integrating with company registries or licensed data providers across Asia-Pacific markets. - Startup or scale-up experience, ideally including a fundraise, acquisition or investor technical due diligence.
LOCATION AND WORKING HOURS - Full-time (40 hrs/wk), Monday to Friday, with availability for critical production incidents. - Location: Robinson Road, Singapore. - Regular travel to our offices in China and Pakistan may be required.
Kindly indicate your availability for work commencement, the reason for leaving, expected salary, etc. We regret that only shortlisted applicants will be notified.
