The role delivers solutions that improve public services and efficiency. The post holder manages project scope, budget, timelines and resources, and keeps delivery aligned with departmental strategic goals.

The role works across technical teams, stakeholders and suppliers. The post holder applies recognised project management methodologies, including Agile and Waterfall, selected to suit each project. The role is hands-on: the post holder actively leads delivery, engages regularly with stakeholders and technical teams, and provides ongoing direction throughout the project lifecycle.

Key Responsibilities

Delivery

  • Lead end-to-end delivery of complex digital transformation, cloud, data, analytics and systems integration projects, from mobilisation through to implementation and benefits realisation.
  • Develop and maintain project plans, delivery schedules, work breakdown structures, resource plans, RAID logs and reporting artefacts.
  • Develop a thorough understanding of the business processes, technical architecture, solution landscape and strategic objectives of each project, to inform leadership and decision-making.
  • Coordinate and direct multidisciplinary project teams across multiple technical workstreams and suppliers.
  • Chair project meetings, steer delivery activities and ensure alignment with agreed governance processes.
  • Manage project budgets, resource requirements and procurement activities.
  • Identify, assess and manage project risks, issues, dependencies and change requests.
  • Produce detailed plans for technical projects, covering resource allocation and risk management strategies.
  • Identify, assess and mitigate technical risks in cloud implementations, Dynamics 365 customisations and Power Platform development.
  • Review and challenge solution approaches, delivery plans and technical proposals where necessary.

Governance and Documentation

  • Prepare governance updates, presentations, management briefings, business cases, Project Initiation Documents (PIDs), DPIA assessments, DGOU Requests for Specific Approval (RSAs), Product Release Documents, status reports and recommendations for senior stakeholders. DHLGH templates are available.
  • Prepare and present analysis, insights and recommendations to governance forums and senior client stakeholders to support decision-making.
  • Identify and advise on programme-level decisions that affect project direction, and escalate unresolved decisions to the agreed governance forum.
  • Translate complex technical concepts, constraints and risks into clear business impacts and decision points.

Stakeholders and Alignment

  • Engage with business stakeholders to define requirements, priorities and expected business outcomes.
  • Influence and negotiate project outcomes across multiple functions.
  • Translate IT strategy into measurable business benefits, tailoring communications to each audience.
  • Align business and IT objectives, working across organisational and technology silos to adopt common, sustainable, reusable and agile approaches.
  • Adapt methods and practices to suit operational teams and cultural needs.
  • Ensure project delivery supports departmental strategic objectives and delivers measurable business benefits.
  • Work closely with technical teams delivering Azure, Power Platform, Power BI, Synapse Pipelines, Microsoft Fabric, Dynamics 365 and integration solutions, keeping projects on track and technical risks managed.

Vendors and Quality

  • Manage vendor relationships and use vendor frameworks to deliver project commitments.
  • Ensure quality assurance and software testing methodologies are applied throughout delivery.
  • Apply security controls across cloud and digital projects, covering data privacy, access control and vulnerability management.

Availability

  • Work the full contracted hours, with consistent day-to-day engagement across project activities, governance forums, and in-person and online stakeholder meetings.

Qualifications

Essential Experience and Skills

  • Experience in one or more technology areas, such as cloud, Power Platform, Dynamics 365, cloud migration or integrations, data and analytics, robotic process automation or emerging technology.
  • A record of delivering within multiple large-scale technical transformation projects.

  • Technical knowledge sufficient to govern delivery, engage credibly with Microsoft specialists, technical teams and suppliers, and identify dependencies and risks. Hands-on development is not required.
  • Experience of digital transformation initiatives and public sector projects.
  • Experience of applying Agile and Waterfall project management methodologies.
  • Excellent leadership skills.
  • Excellent communication skills, with the ability to tailor messages to varied audiences and challenge assumptions where appropriate.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
