1. Government and Institutional Relations

Develop, Maintain And Manage The Company’s Relationships With All Government Institutions, International Organizations And Non-Governmental Entities To Ensure That WAPCo’ s Interests Are Protected  Create long and short term government relations strategy for Ghana in alignment with Company priorities.  Lead and drive government relations strategy in Ghana  Develop/review policies and processes to guide interactions with government and institutional stakeholders  Establish and fulfil outreach initiatives to ensure awareness and support from national government  Identify and pursue opportunities to position Company positively with political leadership  Provide strategic guidance towards the establishment of strong relations with government stakeholders  Provide counsel and guidance, and recommend protocol, procedures and actions to facilitate effective interactions with government, departments, ministries and agencies  Manage stakeholder expectations and determine the extent of influence of each stakeholder  Scan the regulatory framework and determine the new legislation impacting on the operations of the Company.  Develop engagement plan for managing the Company’s relations with the NGOs  Undertake advocacy to enhance and sustain the Company’s cooperate image  Coordinate arrangements for company representatives to meet with governmental committees and agencies.  Coordinate annual compliance reports to institutions such as the Overseas Private Investment Corporation (OPIC), Multilateral Investment Guarantee Agency (MIGA) and others so as to advance Company interest

2. Community Relations

Facilitate The Strengthening Of Relationship Between WAPCo And The Host Communities By Effectively Managing Stakeholders Interfaces And Interactions  Contribute to the development of Community Relations strategy  Assess partnership opportunities with relevant community stakeholders  Develop a community stakeholder engagement plan and adhere to schedules  Develop and manage relationships between WAPCo and host communities  Develop Land Acquisition and Resettlement Action Plan  Develop a conflict resolution tools for use in resolving Company-community conflicts  Develop grievance resolution procedure  Initiate and review Community Relations policies and processes.  Represent WAPCo at community and local government meetings and events  Implement public education programmes on WAPCo’s operations in the communities  Identify early warning signals and investigate all occurrences that have the possibility of causing community outrage against WAPCo and developed response mechanisms for review

3. Community Development

Monitor Social Investment Initiatives To Ensure Positive Impact On The Living Standards Of Host Communities  Develop framework and provide advice for long term community development programme (CDP).  Implement CDP within budget and schedule.  Develop annual contract management plans for community development programme.  Prepare an annual departmental budget and submit to the External Relations Manager for review.  Assist the Contracts and Procurement department in preparing contract documents for social investment projects.  Develop project progress reports and project risk register for each community development project.  Advise on the development of Community Based Organizations in each community and conduct periodic engagements with them to ensure CDP sustainability.  Analyse and forecast current and future CDP expenditure.  Develop and agree monitoring and evaluation metrics with External Relations Manager and report on these as required.  Ensure sustainability of all community projects completed and handed over  Support the preparation of strategy for the Livelihood Support Programme and manage its implementation in Ghana.  Develop monitoring and evaluation framework the Company’s social investment programme

4. Programme and Event Management

Manage Initiatives to Support Business Growth  Supervises the External Relation team that report to this position to ensure the agreed performance contract is delivered on time and on budget  Support the preparation of annual budget and project forecasting  Manage External Relations budget for Ghana  Develop, maintain and deliver on an annual plan for events  Collaborate with internal and external partners in the delivery of events  Organise appropriate sponsorship and co-badging of external events

5.Corporate Social Responsibility (CSR)

Monitor Social Investment Initiatives To Enhance And Sustains The Company’s Cooperate Image  Set CSR performance criteria and monitor progress  Advise on strategies to promote company image  Review CSR policies and processes  Draft Impact Assessment Plan  Develop additional Community Based Organizations in each community and conduct periodic engagements with them to ensure CDP sustainability  Examine impact assessment results against CSR objectives  Utilize feedback and evaluation information to inform overall program improvement and innovation

6. Internship and National Service Personnel Management

Manage Programme to Provide the Youth with as Work Experience Placement To Acquire Necessary Professional Competences For Future Employment  Develop and implement strategies that create consistency and standardization for the internship programme  Utilize feedback and evaluation information for program improvement and innovation.  Develop and coach team members to ensure the maximization of their potential.  Researching and identifying growth opportunities.  Generate reports for Management and Board and giving presentations.  Mentor and provide training as necessary to all personnel  Facilitate the transfer of learning and good practices in the department  Execute HR driven development programmes including PPRP target setting, mid-year reviews and end of year evaluation for direct reports on time.  Proactively manage the training and development requirements of direct reports in accordance with agreed IDPs.  Evaluating performance and productivity.

7. Pipeline RoW Protection

Design, Implement and Monitor Pipeline Row Safety To Ensure Uninterrupted Pipeline Availability And Incident-Free Operations  Support the development of integrated approach to ensure uninterrupted pipeline availability.  Develop Performance Indicators (KPI) to measure the effectiveness and the adequacy or inadequacies of offshore and onshore pipeline programmes.  Provide engagement support to Legal Advisors in resolving complex RoW challenges.  Coordinate with key policy makers to foster the development and implementation of pipeline safety policies.  Develop and review of RoW Management Procedures.  Resolve RoW encroachment issues.  Assess risks associated with events and take corrective mitigation measures

Academic/formal qualifications A first degree in any of the Social Sciences, Planning, Mass Communication; Journalism, Public Policy, International Development, and with at least 10 years relevant work experience plus five(5) years of managerial/leadership experience in an External Relations/Community Management position. A Master’s degree in international development or equivalent qualification, and certified membership in Corporate Social Responsibility would be an advantage

Knowledge:  Knowledge in Project Management - Implementation, monitoring & evaluation  Experience in development and implementation of social investment programmes  General Knowledge of relevant laws affecting WAPCo operations  Knowledge of organization development and Change management strategies
