POSITION TITLE: Accountant
Location: Bangkok, Thailand
PROJECT: USDA Thailand Market Innovation & Livestock Knowledge (MILK)
Reports to: Finance & Administration Director
PROJECT SUMMARY: MILK is a comprehensive dairy value chain development program focused on increasing productivity, competitiveness, and market access across the sector. Activities included strengthening the capacity of dairy cooperatives and milk collection centers through management, operational, extension service, and digital transformation support; expanding farmer access to productivity-enhancing inputs, artificial insemination, veterinary services, and agricultural financing; supporting dairy processors with infrastructure upgrades, cold-chain improvements, food safety certification, and product development; and facilitating market linkages, trade promotion, stakeholder engagement, and regulatory reforms to improve sector performance. The project will work closely with farmers, cooperatives, processors, government agencies, financial institutions, and private-sector partners to enhance milk quality, increase farmer incomes, promote adoption of modern technologies, and expand domestic and export market opportunities.
POSITION SUMMARY: The Accountant has day-to-day responsibility for administering accounting, finance USDA Thailand Market Innovation & Livestock Knowledge (MILK) project based in Bangkok, Thailand. Position will be based in Bangkok.
GENERAL:

. ESSENTIAL RESPONSIBILITIES:
- Manages day-to-day accounting and financial functions ensuring accounting practices and proceduresare timely, efficient, and compliant with all requirements and regulations.
- Ensures daily compliance at the field level with Winrock’s financial and accounting policies and procedures, local laws and USDA funding regulations.
- Maintains and strengthens financial systems (i.e., internal controls) across project offices in Thailand; ensure compliance with signing and approval thresholds, and segregation of incompatible functions.
- Ensure preparation of monthly financial reports submissions, monthly wires, bank reconciliations, bank statements, liability schedules, payment vouchers, reconciliation of staff advances, inventory reports, grant tracker, etc. and other required documentation, within project deadlines.
- Prepare monthly payroll in compliance with labor and tax laws in country and other Winrock’s process and policies; and accrues benefits monthly.
- Ensure accurate encoding of financial transactions in QuickBooks accounting system and comply with monthly back-up procedures.
- Liaise with GoT Social Security Office for monthly submission of social security fund, and yearly submission on workmen compensation.
- Monitor and manage Provident Fund and Group Insurance payments.
- In collaboration with the Finance & Administration Director, develop projections, budgets,monitor compliance with approved budgets, and prepare financial analyses needed by the MILK program staff to effectively manage project funds.
- Prepare and provide inputs to periodic financial reports to USDA, as required.
- Complies with any in-country audit requirements and supports the Home Office and Regional
- Office with internal audits and operational reviews.
- Manage uploading of monthly financial reports and hard copies (backups) at the designated
- SharePoint site within set deadline.
- Ensures finance and accounting records are kept intact, audit ready at all times, and compliant with Winrock’s and GoT records retention policy.
- Support other Winrock International projects in Thailand as needed.
- Other duties as assigned by the supervisor.
QUALIFICATIONS:
- At least 7 years of experience leading financial, accounting, and/or grants of donor-funded programs (USG experience preferred).
- S. or equivalent university degree in Accounting, Finance, Business Administration, or related relevant field; Certified Public Accountant (CPA) an advantage.
- Excellent computer software skills in QuickBooks, MS Word, Excel and Power Point.
- Familiar with coordinating with governmental offices to ensure the organization’s operations comply with local laws.
- Ability to always demonstrate the highest level of ethical standards.
- Strong analytical skills and able to multi-task and complete priorities while ensuring quality output.
- In depth familiarity with general accounting principles.
- Fluency in spoken and written English and Thai required.

This is a local/national position and is not eligible for international allowances or relocation allowances.
