POSITION TITLE: Director of Finance, Grants, and Administration

LOCATION: Dhaka, Bangladesh

DEPARTMENT: Human Rights and Empowerment

STATUS: Full-time; contingent upon continuation of donor funding

REPORTS TO: Project Director, Strengthening Anti-Human Trafficking Responses for Online Recruitment into Criminal Operations (SHOTORKO)

GENERAL:

Winrock International is a nonprofit organization that works with people in the United States and around the world to empower the disadvantaged, increase economic opportunity, and sustain natural resources. Since the 1980s, Winrock has strengthened Bangladesh’s agriculture sector and climate resilience. Its work also protects human rights and expands inclusive access to economic opportunities.

The U.S. Department of State-funded Strengthening Anti-Human Trafficking Responses for Online Recruitment into Criminal Operations (SHOTORKO) will address trafficking in persons for forced criminality in Bangladesh by strengthening capacities to investigate and prosecute online scamming crimes; improving survivor protection; increasing victim identification and support services to prevent re-victimization; combatting fraudulent recruitment raising awareness and improving online safeguards; and facilitating private-sector partnerships

This is a local/national position and is not eligible for international allowances or relocation allowances.

POSITION SUMMARY:

The Director of Finance, Grants, and Administration (DFGA) will oversee and manage all project finance and accounting systems; develop forecasts and monitor budgets; ensure compliance with cost principles of Winrock International, the US Department of State (USDOS), NGO Affairs Bureau (NGO AB) of Bangladesh, and local financial policies and reporting; provide input into the USDOS budget projections and Winrock institutional budgeting processes; supervise relevant staff; and provide support as needed to implementing NGO partners’ finance staff. The DFGA will maintain organized records and documentation in adherence with Winrock and USDOS policies and procedures.

Financial Management and Compliance

  • Establishes and maintains internal controls over project financial resources in accordance with Winrock policies, accounting standards, and donor requirements.
  • Oversees day-to-day financial operations, including accounting, cash management, payments, advances, and bank reconciliations.
  • Ensures accurate and timely financial reporting to Winrock Home Office, including monthly reporting packages and supporting documentation.
  • Reconciles all monthly bank and petty cash accounts and reports discrepancies to the Project Director.
  • Maintains banking relationship and ensures transparency as well as accountability.
  • Monitors project expenditures against approved budgets and provides regular financial analysis and forecasts to the project leadership.
  • Ensures compliance with the rules and policies of the NGOAB and other regulatory bodies of the Bangladesh government, including NBR.
  • Coordinates and receives FD-6, FD-2, and other necessary approvals from the NGOAB.
  • Supports internal and external audits and ensures timely resolution of audit findings.

Grants Program Management

  • Leads the full subaward lifecycle, including solicitation, due diligence, selection, negotiation, award, monitoring, amendment, and closeout.
  • Ensures subrecipients comply with award terms, approved budgets, Winrock policies, and USDOS requirements, and NGOAB’s rules and regulations through regular financial and programmatic monitoring.
  • Assesses partner capacity and provides guidance and training on grant administration, financial controls, documentation, procurement, and reporting.
  • Maintains complete grant files and tracking systems, reviews subrecipient invoices and deliverables, and ensures timely reporting, corrective actions, and closeout.

Human Resources Management

  • Oversees recruitment, hiring, onboarding, and separation processes for project staff in coordination with the Project Director and Winrock HR.
  • Ensures compliance with Winrock’s Code of Conduct, Bangladesh labor laws and Winrock HR policies.
  • Manages payroll processes and benefits administration in coordination with approved service providers.
  • Maintains accurate and completes personnel files and HR records.
  • Supports performance management processes, including staff evaluations and contract renewals.
  • Serves as a point of contact for employee relations matters, escalating issues as appropriate.
  • Supervises relevant staff.

Administration and Office Management

  • Oversees the payment of office premises, utilities, transportation, suppliers, procurement, time reports, travel and ensures financial policies and processes are adhered to by all staff.
  • Manages procurement and inventory of office equipment, furniture, and supplies in accordance with Winrock procurement procedures.
  • Establishes and maintains administrative systems, filing structures, and records keeping practices.
  • Oversees travel administration and logistical support for project activities.
  • Supports the development and implementation of field-level policies and procedures, such as travel, vehicle use (if applicable), security, and asset management.
  • Coordinates in-country close-out.

Coordination and Reporting

  • Serves as the primary liaison with Winrock Home Office finance, HR, and operations teams.
  • Leads and coordinates in-country start-up activities, including registration, banking, staffing, and systems of establishment.
  • Provides guidance to project staff on finance, HR, and administrative procedures.
  • Contributes to project planning and decision-making as part of the management team.

QUALIFICATIONS:

Education:

  • Master’s degree in Finance/Accounting/Business Administration or Chartered Accountancy Course Completion (CA. CC) preferred.

Work Experience:

  • Minimum of 7 years of relevant experience in financial management and leading administration on large-scale and complex projects.
  • Demonstrated expertise and excellent track record in finance, accounting, budget preparation, and management.
  • Proven experience in supervision and management of staff.
  • Understanding and demonstrated experience in contracting of NGOs in Bangladesh.

Skills/Knowledge:

  • Preference will be given to those with extensive knowledge of Winrock and the US Department of State’s rules and regulations
  • Demonstrated understanding of administration, procurement processes, compliance, and reporting.
  • Strong knowledge of the Bangladesh Government and NGOAB rules and procedures, reporting requirements, procedures for release of funds, annual audits, etc.
  • Excellent interpersonal skills and teamwork.
  • Fluency in oral and written English.
  • Proficiency in MS Office/Excel and QuickBooks.
  • Relevant skills in usage of IT equipment and applications.
  • Willingness to travel regularly in the country.
  • Interest in and enthusiasm for the mission of the SHOTORKO project.
  • Ability to work independently with minimal oversight and manage multiple competing priorities and activities.
