KEY JOB RESPONSIBILITIES

The Government Bid & Contract Specialist manages Conner's U.S. Government and defense bid activity from solicitation through delivery and payment. This inside sales role finds and qualifies opportunities, prepares accurate and compliant quotes, and serves as the day-to-day point of contact with government buying activities and defense prime contractors. The role works closely with Sales, Engineering, Operations, Quality, and Finance to make sure every bid Conner submits is one it can deliver on time, to specification, and in full compliance with contract requirements.

Requirements

DUTIES AND REQUIREMENTS

  • Monitor and qualify opportunities through SAM.gov, the DLA Internet Bid Board System (DIBBS), agency procurement portals, and prime contractor supplier portals
  • Review solicitations, RFQs, and RFPs for technical fit, eligibility, set-aside status, delivery schedule, quality, packaging, and clause requirements, and present clear bid/no-bid recommendations to leadership
  • Identify FAR and DFARS clauses that carry cybersecurity, Controlled Unclassified Information (CUI), CMMC, or other compliance obligations, and route them to the appropriate internal owner before a bid is submitted
  • Prepare, price, and submit accurate, compliant, and on-time bids and quotes, aligning with Sales and management on pricing strategy
  • Interpret military packaging, preservation, and marking requirements (including MIL-STD-2073-1 and MIL-STD-129) and confirm with Engineering and plant Operations that Conner can meet them
  • Serve as the primary point of contact with contracting officers and buyers on clarifications, amendments, and contract modifications
  • Manage post-award activity, including order acceptance, order entry, delivery tracking, and contract close-out
  • Submit invoices and receiving reports through the Procurement Integrated Enterprise Environment (PIEE) / Wide Area WorkFlow (WAWF) and track payment
  • Support maintenance of the company's SAM.gov registration, CAGE code information, and representations and certifications in coordination with Finance
  • Handle CUI and export-controlled technical data in accordance with company policy and NIST SP 800-171 requirements, and support Conner's CMMC readiness and assessment activities as needed
  • Maintain complete, organized, audit-ready files for every government quote and award
  • Track and report bid activity, win rate, pipeline, and awarded revenue in CRM and ERP
  • Follow and help strengthen department procedures for bid review, approval, and contract administration

PREFERRED QUALIFICATIONS

  • Experience with military packaging and marking requirements (MIL-STD-2073-1, MIL-STD-129) and ISPM 15 for wood packaging
  • Familiarity with CMMC, NIST SP 800-171, and DFARS 252.204-7012 cybersecurity requirements
  • Experience with defense prime contractor supplier portals and subcontract flow-down requirements
  • Contract management training or certification, such as the NCMA Certified Federal Contracts Manager (CFCM)
  • Military service or Department of Defense acquisition experience

QUALIFICATIONS, EDUCATION & EXPERIENCE

  • Bachelor's degree in business, supply chain, contract management, or a related field, or an equivalent combination of education and experience
  • 2+ years of experience in government bidding, federal contract administration, or defense sales support, preferably with a manufacturer or distributor
  • Hands-on experience quoting through DIBBS and SAM.gov
  • Working knowledge of FAR and DFARS clauses and how they affect cost, schedule, and compliance
  • Experience with PIEE/WAWF invoicing and receiving reports
  • Strong attention to detail and the ability to read complex solicitations accurately
  • Clear, professional written and verbal communication with contracting officers, prime contractors, and internal teams
  • Ability to manage multiple deadlines in a fast-paced environment, working independently and as part of a team
  • Proficiency in Microsoft Office; experience with ERP and CRM systems
  • Must be a U.S. person as defined under U.S. export control regulations (ITAR/EAR) in order to access export-controlled information

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
