Singapore's digital transformation depends on citizens' trust in their interactions with Government. As scam syndicates exploit communications channels to impersonate trusted institutions, making Government communications more authentic and recognisable is an important part of Singapore's defence against scams. The Security and Resilience Division (SRD) leads MDDI's policy and governance efforts to strengthen digital security against scams and sustain trust in Government communications. Within SRD, the Trusted Communications Office (TCO) is the central policy and programme-governance unit for Government-wide adoption of trusted calling.
Making a Difference
As Head of TCO, you will lead the Government-wide trusted calling programme, with overall responsibility for policy direction, governance and programme delivery. You will set priorities, lead a small multidisciplinary team, mobilise agencies and implementation partners, and keep the transition on track towards the targeted July 2027 timeline and subsequent stabilisation. You will also ensure that lessons from the rollout inform longer-term stewardship of trusted Government communications.
Core Responsibilities
- Set strategic direction and lead the policy framework, governance arrangements, common requirements and standards for trusted calling across Government.
- Integrate policy development, agency transition, implementation assurance, public communications and evaluation into a coherent programme aligned to the transition timeline.
- Resolve major cross-agency issues, exceptions, dependencies and implementation constraints; advise SRD management and WOG forums on trade-offs, risks and decisions.
- Maintain a strategic view of agency readiness, delivery progress and key risks, and ensure implementation remains aligned with common policy objectives.
- Lead senior engagement with agencies and implementation partners, including IMDA, OGP and SGNIC, to build alignment, resolve cross-cutting issues and mobilise support.
- Guide public communications and evaluation during rollout and stabilisation, and direct policy or governance improvements based on outcomes and feedback.
- Lead and develop the TCO team, set clear accountabilities and priorities, maintain consistently high professional standards, and represent TCO at senior management and WOG engagements.
Requirements
- Significant relevant experience in public policy, programme leadership, digital government, service delivery, communications, operations or related fields, including complex cross-agency work.
- Strong strategic policy judgement and analytical ability, with a track record of framing ambiguous problems and advising senior decision-makers clearly.
- Ability to translate strategic objectives into implementable policy, governance frameworks and accountable delivery arrangements.
- Strong programme leadership, including managing enterprise-level dependencies, risks and delivery under uncertainty.
- Strong stakeholder leadership and influencing skills across agencies and implementation partners, including the ability to manage competing interests and build consensus.
- Demonstrated ability to lead teams, integrate multiple workstreams and maintain delivery quality in high-tempo environments.
