Our work spans employee engagement and organizational research, emergency management and continuity planning, housing and community development, grant administration technical assistance, research and program evaluation, and applied field operations support.

We engage experienced practitioners for both full-time employment and project-based contract roles, as applicable to the award and staffing model. Engagements are remote-first with travel as required for partner and field sites. We build ready teams for live grant and sponsored-research pursuits.

WIL is seeking an Employee Engagement Survey Consultant to design and deliver actionable engagement research for major public employers, including a large port authority program, from instrument development through analysis, reporting, and follow-through.
What you'll do
Design employee engagement survey strategies, instruments, sampling plans, and administration workflows Align survey constructs and questions to organizational goals, workforce realities, and leadership decisions Manage survey communications, stakeholder coordination, data-quality checks, and participation analysis Analyze quantitative and open-ended results and identify meaningful patterns across teams, locations, and demographic groups Deliver executive briefings, clear reports, and practical action-planning recommendations Contribute specialist qualifications and past-performance narrative to WIL grant and sponsored-research packages when permissioneAbout the Workforce Intelligence Lab (WIL)

WIL is seeking a Human Services Needs Assessment Consultant to assess community needs for a major city and translate evidence, community voice, and service-system analysis into funding priorities and an actionable human-services strategy.
What you'll do
Design and lead a community human-services needs assessment across priority populations and service areas Collect and analyze demographic, socioeconomic, utilization, outcomes, and community-feedback data Engage residents, providers, community-based organizations, funders, and public agencies through interviews, focus groups, and workshops Map service capacity, gaps, barriers, and equity considerations across the local human-services system Develop prioritized funding recommendations, implementation options, and decision-ready reports and presentations Contribute specialist qualifications and past-performance narrative to WIL grant and sponsored-research packages when permissioned
Requirements
Required
Experience leading human-services, community-needs, behavioral-health, housing, or related social-impact assessments Strong mixed-methods research, data analysis, community engagement, and report-writing skills Ability to translate needs and service-system findings into equitable funding priorities and implementation recommendations Open to full-time employment or project-based contract engagement; remote-first with travel as partner and field work requires
Nice to have
Experience with municipal human-services planning, community development, homelessness, behavioral health, or public health Familiarity with equity-centered assessment, participatory research, and federal or state funding programs Prior work with cities, counties, community-based organizations, or public-sector funders
