The posting

Winthrop Technologies is Europe’s only dedicated data centre delivery partner, offering full turnkey solutions from design through to construction and commissioning. Headquartered in Dublin, we deliver projects across Europe and have become the most trusted name in our sector.

As our operations continue to expand, we are seeking an experienced OFCI Package Manager to join our project team in Sines, Portugal, supporting the delivery of a major hyperscale data centre development.

This is a key leadership role responsible for managing the complete lifecycle of Owner Furnished, Contractor Installed (OFCI) equipment packages, ensuring critical project milestones are achieved safely, efficiently, and in line with client expectations.

You will act as the primary interface between client-appointed vendors, subcontractors, and project stakeholders, overseeing procurement, logistics, delivery, installation, and commissioning activities. The ideal candidate will bring strong technical expertise, exceptional stakeholder management skills, and a proven track record delivering mission-critical or large-scale construction projects.

Key Responsibilities

  • Serve as the primary technical and operational lead for all OFCI equipment packages, acting as the key liaison between client-appointed vendors and project teams.
  • Lead and manage the OFCI team, ensuring all activities are effectively planned, coordinated, and executed in accordance with project specifications, programme requirements, and quality standards.
  • Oversee the full lifecycle of OFCI packages, from procurement and factory acceptance through delivery, installation, testing, and commissioning.
  • Coordinate closely with Engineering, Construction, Planning, Procurement, QA/QC, and Commissioning teams to ensure seamless integration with the overall project programme.
  • Manage logistics and delivery schedules to ensure equipment arrives on site safely, on time, and ready for installation.
  • Chair regular progress and coordination meetings with clients, vendors, subcontractors, and internal stakeholders to drive performance and resolve challenges proactively.
  • Monitor package progress, track critical milestones, and provide accurate reporting on programme status, risks, and opportunities.
  • Identify potential risks and develop mitigation strategies to minimise impacts on schedule, cost, and project performance.
  • Provide technical leadership and guidance to support issue resolution and avoid contractual or operational disputes.
  • Ensure all vendor-supplied equipment complies with project specifications, quality requirements, safety standards, and commissioning criteria.
  • Drive continuous improvement and best practice throughout the OFCI process, ensuring efficient delivery and stakeholder satisfaction.
  • Maintain strict compliance with client confidentiality requirements, project governance processes, and data security protocols.

Requirements

  • Bachelor's or Master's degree in Electrical Engineering, Mechanical Engineering, Building Services Engineering, or a related discipline.
  • Minimum 7 years' experience working with a leading M&E contractor, EPC contractor, or within mission-critical construction environments.
  • Proven experience managing complex equipment packages from design and procurement through installation, testing, and commissioning.
  • Previous experience on data centre, pharmaceutical, semiconductor, industrial, or other mission-critical projects is highly desirable.
  • Strong understanding of equipment procurement, vendor management, logistics, construction sequencing, and commissioning processes.
  • Demonstrated ability to manage multiple stakeholders and maintain strong client and vendor relationships.
  • Excellent leadership, communication, negotiation, and problem-solving skills.
  • Commercial awareness with the ability to identify risks, manage change, and support successful project outcomes.
  • Proficiency in project management software, engineering systems, and reporting tools.
  • Ability to work effectively in a fast-paced, highly collaborative environment.

Benefits

  • Work on Europe's largest and most advanced data centre developments.
  • Be part of a rapidly growing organisation at the forefront of digital infrastructure delivery.
  • Excellent opportunities for career progression and professional development.
  • Competitive salary and comprehensive benefits package.
  • Collaborative, supportive, and high-performing team culture.
  • Opportunity to contribute to landmark projects that are shaping the future of Europe's digital economy.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
