Procon seeks a motivated Project Controls Engineer to support construction and engineering projects in Washington, D.C. This selected candidate will support the project through planning, scheduling, cost tracking, progress monitoring, and reporting to ensure successful project delivery within established budgets, schedules, and quality standards. The selected candidate will collaborate with project managers, engineers, contractors, and other stakeholders on site in a day shift position.

Requirements

Qualifications & Skills

  • Bachelor’s degree in Architecture, Engineering, Construction Management, Project Management, or a related field.
  • Minimum of two (2) years of relevant experience in the Architecture, Engineering, and Construction (AEC) industry or project management.

Responsibilities and Duties

  • Monitor the Project Management Information System (PMIS) for Requests for Information (RFIs) and submittals, performing quality checks to verify completeness, accuracy, and compliance with project requirements.
  • Review RFIs for clear questions, supporting documentation, and references to contract drawings and specifications.
  • Verify submittals include required documentation, accurate cover sheets, and consistent file naming conventions.
  • Return incomplete or noncompliant submissions to contractors for correction and track recurring deficiencies.
  • Maintain accurate, up-to-date project tracking logs, including RFIs, submittals, change orders, inspections, deficiencies, critical issues, safety, badging, and project deliverables.
  • Organize, file, and maintain project documentation, including correspondence, contract modifications, schedules, drawings, specifications, meeting minutes, and payment applications.
  • Review contractor daily production reports, safety reports, and quality-control documentation for accuracy, completeness, and timely submission.
  • Monitor contractor activities to identify potential coordination issues, missing documentation, schedule risks, and outstanding action items.
  • Coordinate with project managers, contractors, design teams, commissioning personnel, and government representatives to ensure timely communication and resolution of project issues.
  • Maintain accurate project records and shared documentation to support transparency, accountability, and efficient project execution.

Weekly Responsibilities

  • Lead weekly RFI and submittal coordination meetings with contractors and Architectural/Engineering (A/E) teams to prioritize critical items and resolve outstanding issues.
  • Prepare meeting agendas, document meeting minutes, track action items, and distribute updates to project stakeholders.
  • Review contractor progress meeting agendas, minutes, and tracking logs for accuracy, completeness, and consistency with internal project records.
  • Review construction drawings, specifications, and upcoming activities to identify potential conflicts, compliance concerns, and outstanding requirements.
  • Support the Project Manager with schedule monitoring, cost control, quality assurance, safety oversight, and risk management activities.
  • Conduct site visits and participate in construction inspections, testing, equipment startups, and other critical project activities.
  • Monitor security badging requirements, review applications for completeness, and coordinate with contractors and government agencies to track approvals.
  • Track contractor work plans, coordinate stakeholder reviews, and monitor approvals to prevent construction delays.
  • Coordinate regularly with the Contracting Officer's Representative (COR) to review project progress, outstanding issues, and upcoming activities.
  • Review and update project logs, action items, and documentation to ensure accurate reporting and timely resolution of outstanding issues.

Monthly Responsibilities

  • Review and validate contractor schedule updates, including critical path activities, logic ties, milestone dates, long-lead items, and potential schedule delays.
  • Identify schedule discrepancies, delays, and risks, and communicate findings to the Construction Manager or Project Manager.
  • Prepare monthly project status reports, presentations, and briefing materials for client leadership and project stakeholders.
  • Update the project risk register and assist in developing mitigation strategies for identified risks.
  • Review upcoming construction activities to verify required submittals, preparatory meetings, procurement activities, and approvals are completed.
  • Develop and maintain project look-ahead schedules identifying critical milestones, deliverables, inspections, and upcoming construction activities.
  • Review contractor payment applications and assist the Project Manager with verification, comments, and recommendations.
  • Coordinate with government representatives, technical reviewers, and A/E teams to ensure timely review of project documentation and resolution of outstanding issues.
  • Monitor project performance against established schedules, budgets, quality standards, and contractual requirements.

Additional Responsibilities (As Needed)

  • Review and validate contractor baseline schedules and support Time Impact Analysis (TIA) reviews.
  • Develop and maintain project risk registers, security tracking logs, and other project management tools.
  • Support standardized document management procedures, including file organization, naming conventions, and version control.
  • Collect and analyze project performance metrics to support management reporting and decision-making.
  • Maintain updated project organizational charts, responsibility matrices (RACI), and communication plans.
  • Assist with maintaining Project Management Plans (PMPs) and Project Execution Plans (PXPs) to reflect current project procedures and requirements.
  • Support the development and maintenance of PMIS dashboards, reporting tools, and project performance indicators.
  • Perform additional project controls and construction administration duties as assigned to support successful project delivery.

Physical Requirements

This position requires regular onsite presence in an active construction environment. The employee must be able to perform the essential functions of the position, with or without reasonable accommodation, including:

  • Walking and standing for extended periods while performing site observations and inspections.
  • Navigating active construction areas, including stairs, uneven surfaces, temporary walkways, and varying elevations.
  • Occasionally bending, stooping, kneeling, crouching, reaching, and climbing as necessary to observe construction activities.
  • Accessing mechanical, electrical, utility, process, and other construction areas as required.
  • Wearing required personal protective equipment (PPE) and complying with all applicable site safety requirements.
  • Working in indoor and outdoor environments with exposure to typical construction-site conditions, including noise, dust, weather, and temperature fluctuations.
  • Occasionally lifting and carrying up to 25 pounds.
