Il nostro cliente è una azienda edile di medie dimensioni, attiva nella ristrutturazione, nella manutenzione straordinaria e nella riqualificazione energetica di immobili pubblici e privati. Opera su commesse di media e alta complessità, con un mix di lavori tradizionali e interventi su efficienza energetica, e partecipa in modo continuativo a procedure di affidamento pubbliche.

Il ruolo La risorsa sarà il punto di riferimento aziendale per l’intero ciclo di partecipazione alle gare pubbliche. Coordina scouting, analisi di fattibilità, predisposizione delle offerte tecnico-amministrative ed economiche, presidio dei requisiti di qualificazione e interazione con le piattaforme di e-procurement, in stretto raccordo con Direzione Tecnica, Preventivazione, Produzione e Amministrazione.

Principali responsabilità

  • Monitoraggio costante di bandi e avvisi (TED, ANAC, piattaforme regionali e nazionali, MEPA e PAD certificate) e selezione delle gare coerenti con SOA, capacità produttiva e strategia commerciale
  • Analisi di bando, disciplinare, capitolato speciale, schema di contratto, criteri di valutazione e rischio di esclusione
  • Verifica dei requisiti di partecipazione: ordine generale, capacità economico-finanziaria e tecnico-professionale, categorie e classifiche SOA, avvalimento, RTI, consorzi e subappalto
  • Coordinamento della documentazione amministrativa e caricamento sulle piattaforme telematiche (CIG, FVOE, DGUE, dichiarazioni, cauzioni, polizze)
  • Redazione e coordinamento dell’offerta tecnica: relazione metodologica, organizzazione di cantiere, cronoprogramma, piano della qualità, sicurezza, sostenibilità e criteri ambientali minimi (CAM)
  • Supporto alla formulazione dell’offerta economica: lettura dei computi, analisi prezzi, ribassi, manodopera, oneri della sicurezza e verifica di anomalia
  • Presidio specifico delle gare di ristrutturazione e riqualificazione energetica (efficientamento, involucro, impianti, nZEB, protocolli ambientali ed energetici)
  • Gestione di chiarimenti, sopralluoghi, soccorso istruttorio, comunicazioni con la stazione appaltante e attività post-aggiudicazione fino alla stipula
  • Aggiornamento del fascicolo gare, delle referenze, delle attestazioni SOA e delle certificazioni utili alla qualificazione (ISO, SOA, rating di legalità, rating di impresa)
  • Interfaccia con consulenti esterni (legali, assicurativi, tecnici) e supporto alla Direzione in caso di ricorsi, riserve o contenzioso pre-contrattuale
  • Reporting a Direzione su pipeline gare, tassi di partecipazione, esiti, marginalità attesa e scadenze critiche

Requirements

Profilo ricercato

  • Laurea in Ingegneria Edile/Civile (o titolo equipollente) oppure Laurea in Giurisprudenza
  • Esperienza consolidata (indicativamente almeno 4–6 anni) nella gestione di gare d’appalto pubbliche in imprese edili, general contractor o società di costruzioni
  • Conoscenza operativa del D.Lgs. 36/2023 e s.m.i., degli allegati tecnici, della digitalizzazione degli appalti e della prassi ANAC
  • Familiarità con SOA (categorie OG/OS tipiche dell’edilizia e dell’impiantistica), RTI, avvalimento, subappalto e verifica dei requisiti
  • Capacità di leggere elaborati progettuali, computi metrici, capitolati e criteri OEPV / offerta economicamente più vantaggiosa
  • Esperienza preferenziale su lavori di ristrutturazione, efficientamento e riqualificazione energetica (CAM, incentivi/finanziamenti pubblici, bandi PNRR o analoghi)
  • Padronanza delle piattaforme di e-procurement e del pacchetto Office; gradita conoscenza di software di computo/contabilità lavori
  • Titolo abilitativo e/o iscrizione all’Albo (per i profili tecnici) e aggiornamento normativo continuo costituiscono un plus

  • Orientamento al risultato e alla qualità dell’offerta, senza perdere il controllo del rischio di esclusione
  • Flessibilità nei picchi di scadenza gara

Benefits

Retribuzione: RAL 50.000–55.000 €, commisurata a esperienza e autonomia sul ciclo di gara. Contratto a tempo indeterminato, CCNL Edile.
