The posting

Singapore's digital transformation depends on citizens' trust in their interactions with Government. As scam syndicates exploit communications channels to impersonate trusted institutions, making Government communications more authentic and recognisable is an important part of Singapore's defence against scams. The Security and Resilience Division (SRD) leads MDDI's policy and governance efforts to strengthen digital security against scams and sustain trust in Government communications. Within SRD, the Trusted Communications Office (TCO) is the central policy and programme-governance unit for Government-wide adoption of trusted calling.

Making a Difference

As a Senior Manager in TCO, you will help implement a major WOG initiative to make Government calls more recognisable and harder to impersonate. Working at the intersection of policy, service delivery and programme implementation, you will independently own substantive workstreams and help translate common policy into workable arrangements for agencies. Depending on programme priorities, your portfolio may span agency adoption, implementation assurance, public communications, evaluation or policy improvement.

Core Responsibilities

  • Engage agencies to understand calling practices and implementation needs; advise them on trusted-calling requirements and support their transition.
  • Assess agency-specific and cross-cutting issues, working with policy and implementation partners to develop practical approaches and recommendations.
  • Track implementation readiness, transition progress, dependencies and risks, and coordinate resolution or escalation of material issues across agencies and implementation partners.
  • Prepare clear policy assessments, recommendations and submissions for TCO leadership, senior management and WOG decision-making, including where timely management escalation is required.
  • Develop and coordinate public communications or stakeholder-engagement approaches where assigned, and monitor feedback during rollout.
  • Evaluate implementation outcomes and translate lessons into improvements to policy, governance, agency guidance and programme delivery.
  • Contribute across TCO portfolios and work with agencies and partners to reconcile policy, service-delivery and implementation considerations.

Requirements

  • Relevant experience in public policy, programme implementation, service delivery, digital government, communications, operations or related fields is useful but not essential.
  • Strong analytical and problem-solving ability, with sound judgement on complex policy, operational and implementation issues.
  • Ability to translate policy objectives into practical implementation requirements and drive substantive workstreams independently.
  • Good stakeholder engagement and coordination skills across agencies and implementation partners, including the ability to build consensus and sustain follow-through.
  • Strong written and verbal communication skills, including preparing clear assessments and recommendations for decision-makers.
  • Resilient, adaptable and detail-oriented, and able to work independently within a small multidisciplinary team in a fast-moving environment.
