The posting

Federal Gov't client is seeking Project Manager plan and manage the delivery of projects. Project Schedulers develop and manage integrated schedules that map and track all accountable activity across all streams of work that contribute to project and program outcomes. Through stakeholder engagement, they build detailed schedules with a meaningful critical path, capture and monitor the relationship between dependencies, deliverables and ensure target milestones are realistic, achievable, and on track.

Duties may include some or all of the following:

  • provide strategic leadership to oversee the delivery and management of quality integrated complex schedules that meet defined standards for multifaceted or large-scale projects and programs that span high level portfolio, program and business plans
  • provide strategic expertise and guidance to senior executive on risks and issues affecting the scheduling and resourcing of projects, and articulate the required measures to ensure successful outcomes
  • drive collaboration, cooperation and partnerships with a broad range of stakeholders across business and at the enterprise level
  • exercise a significant degree of independence, working under the broad guidance of a senior executive
  • use expert judgement to make balanced decisions using evidence and evaluation of ambiguous information within the context of competing priorities, changes in workplace practices, strategic direction, and wider agency implications
  • work flexibly to drive innovation, manage and lead change and actively contribute to implementation of strategic directions
  • ensure the application of complex project and program information into detailed integrated schedule solutions to achieve deliverables
  • foster relationships with a broad range of stakeholders, negotiate with influence on complex scheduling matters, utilising subject matter expertise
  • manage change control to baseline schedules to ensure relevant artefacts are in place
  • oversee progress against program milestones and deliverables and be accountable for individual and shared priorities
  • perform regular impact analysis, assessment of critical path information and apply risk mitigation strategies to ensure the delivery of scheduling solutions
  • lead continuous improvement of scheduling processes, methodologies and procedures
  • prepare and present timely information to senior executives that articulate project or program delivery risks of success
  • initiate and support strategic approaches to build scheduling capability and expertise of others
  • oversee operations of teams, including providing a clear sense of direction, setting work priorities and managing resources
  • develop staff capability through coaching and succession planning
  • exercise appropriate delegations in accordance with legislation and guidelines.
  • manage, maintain and analyse schedule components including critical paths, relationships and interdependencies

Technical skills/attributes

  • demonstrate expertise in use of automated scheduling and reporting tools
  • identify trends and risk and implement appropriate mitigation and issue management strategies
  • align operational activity to program strategies and agency vision
  • manage and resolve complex and/or technical scheduling issues
  • oversee team development to ensure the delivery of quality outcomes
  • communicate and negotiate with influence to achieve outcomes on complex or sensitive matters
  • apply attention to detail to manage complex scheduling sequences
  • undertake objective, systematic analysis of complex information and make recommendations based on evidence
  • make decisions based on professional judgement, risk evaluation and in the context of the strategic environment
  • lead change initiatives and support staff through uncertainty and the change process

Excellent knowledge and understanding of:

  • schedule performance and evaluation metrics
  • the agency’s portfolio, program and project management methodologies, frameworks and practices
  • project management software, procedures, processes, tools and techniques (expert)
  • financial management and reporting tools
  • the agency and its strategic environment
  • frameworks, legislation, policies, procedures and information management requirements relevant to the work area
  • the agency’s privacy, ethics, workplace health and safety and security protocols
  • relevant business systems and tools
  • Estimated start date 01 Oct 2026
  • Initial contract duration up to 12 months
  • Extension term maximum of 24 months
  • Experience level Senior EL2 equivalent
  • Location of work Canberra
  • Working arrangement Hybrid. The Labour Hire Worker is expected to work onsite for the first 6 weeks before a hybrid flexible working arrangement can be considered, unless otherwise negotiated. A hybrid flexible working arrangement may then be considered, ensuring the Labour Hire Worker’s residing address is within reasonable travel time and distance of the RFQ location to present onsite in cases of emergency or to meet business requirements. The location is the capital city of selected state/s.
  • Security clearance Must be an Australian Citizen and able to obtain Baseline Security Clearance

Essential criteria

  • Financial management: Level 4 (SFIA) Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decision-making.
  • Organisational change management: Level 6 (SFIA) Defines and communicates the approach for change management for a significant part of the organisation. Initiates, plans and leads strategic, large and complex change management initiatives. Provides guidance and raises awareness to help change leaders demonstrate effective behaviours to deliver organisational change. Establishes feedback processes and leads analyses of change management successes. Enables continual improvements to change management methodology, tools and training necessary to enhance the maturity across the organisation.
  • Project management: Level 6 (SFIA) Takes full responsibility for the definition, documentation and successful completion of complex projects. Adopts and adapts project management methods and tools. Ensures that effective project monitoring and control processes, change control, risk management and quality processes are employed and maintained. Monitors and controls resources, revenue and capital expenditures against the project budget. Manages the expectations of key project stakeholders.
  • Requirements definition and management: Level 5 (SFIA) Plans and drives scoping, requirements definition and prioritisation activities for large, complex initiatives. Selects, adopts and adapts appropriate requirements definition and management methods, tools and techniques. Contributes to the development of organisational methods and standards for requirements management. Obtains input from, and agreement to requirements from a diverse range of stakeholders. Negotiates with stakeholders to manage competing priorities and conflicts. Establishes requirements baselines. Ensures changes to requirements are investigated and managed.
  • Stakeholder relationship management: Level 5 (SFIA) Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.

  • Performance management: Level 5 (SFIA) Forms, maintains and leads workgroups and individuals to achieve organisational objectives. Determines and delegates objectives and task responsibilities to individuals or teams including people management responsibilities as appropriate. Sets the quality, performance and capability targets in line with organisational goals. Monitors performance and working relationships and provides effective feedback to address individual issues. Encourages individual development of skills and capabilities in line with team and personal goals. Facilitates the development of individuals by adjusting workload, targets, and team capacity. Plays an active role in formal organisational processes such recruitment, reward, promotion and disciplinary procedures.
  • Quality management: Level 5 (SFIA) Ensures that projects, teams and functions have appropriate practices in place and are meeting required organisational quality levels. Advises on the application of appropriate quality management techniques and standards. Determines areas where existing processes should change from analysing audit findings. Facilitates improvements to processes by changing approaches and working practices, typically using recognised models. Takes responsibility for controlling updating and distributing organisational standards.
