About the Role
We are seeking an experienced Clerk of Works to join our project team in Kyiv, supporting the reconstruction of an existing medical building at Consequence Class CC2. The scope includes demolition and strip-out, engineering networks and external works, structural reconstruction, fit-out, testing and commissioning.
Reporting to the Senior Clerk of Works and working closely with the Project Manager, you will provide day-to-day technical control on site. You will inspect and accept works, manage hold points and non-conformances, coordinate testing and commissioning, and maintain the quality evidence required for handover.
This is a full-time, site-based role in a live clinical environment. You will work closely with the subcontractor, design and statutory supervision teams, and hospital stakeholders while maintaining clear separation from the independent statutory Technical Supervision function required under Ukrainian law.
Key Responsibilities:
- Review and accept Inspection and Test Plans before work begins, releasing hold points in writing.
- Inspect works daily against the approved design, method statements and project specifications; accept or reject work and manage non-conformances through verified closure.
- Witness testing and commissioning and coordinate attendance by the appropriate project, customer and supervision representatives.
- Stop work where safety or patient welfare requires intervention, and support daily safety and security inspections.
- Verify hidden-works records, photographs, site journals, executive documentation and as-built information before elements are covered or accepted.
- Maintain the day-to-day interface with the Technical Supervisor and Author Supervisor, providing timely notice and tracking findings to closure.
- Manage design queries, obtain written design clarification and hold affected work until an authorised response is received.
- Inspect deliveries and verify that materials and equipment comply with approved submittals, certification and project requirements.
- Record verified physical progress, reconcile measured quantities and support accurate payment and progress reporting.
- Manage system and zone handover, snagging and defect rectification while coordinating effectively with contractors, consultants and hospital stakeholders.
Requirements
Essential Skills and Experience:
- At least five years of recent construction experience in Ukraine, with strong knowledge of Ukrainian construction regulations, standards and processes.
- A current Ukrainian qualification certificate as a Technical Supervision Engineer at Engineer Category I or above, covering Consequence Class CC2.
- A Bachelor’s, Master’s or Specialist degree in construction, architecture, engineering or a related technical field.
- Current Ukrainian occupational safety training in accordance with the Law of Ukraine ‘On Labour Protection’.
- Practical knowledge of Ukrainian statutory construction records, including acts of hidden works, executive documentation, material and equipment passports, and site journals.
- Fluent written and spoken Ukrainian and near-fluent written and spoken English.
- Ability to work full time on site in Kyiv for the duration of the project.
- Strong inspection, documentation and evidence-management skills, with the confidence to accept or reject work against defined requirements.
- Ability to coordinate effectively with contractors, consultants, statutory supervisors and stakeholders in an operational clinical environment.
- Thorough knowledge of applicable Ukrainian statutory regulations, DBN standards, laws, and health and safety requirements.
Compliance Requirements:
- A clean criminal record certificate issued by the Ministry of Internal Affairs of Ukraine will be required.
- The successful candidate’s qualification certificate will be verified before an offer is confirmed.
- A valid military registration document must be produced at offer stage where required by Ukrainian law.
- Desirable Skills and Experience:
- The following would strengthen an application:
- Experience of reconstruction projects at Consequence Class CC2.
- Experience working in a hospital or another facility that remains operational during construction.
- Experience of international projects or projects delivered on Ukrainian state-owned or operated sites.
- A Leading Engineer qualification covering CC3.
- An international or UK-style site safety qualification, such as NEBOSH IGC, IOSH Managing Safely or SSSTS, and familiarity with UK construction management practice.
