We are looking for a TMP Designer to prepare site-specific Traffic Management Plans (TMPs) and Traffic Management Diagrams (TMDs) for a New Zealand client. You will take the plan drafting queue off the client's Senior Traffic Management Planner, who reviews and signs every plan, so field crews are not left waiting on an approved plan to start work.
Our client is a civil construction and asset maintenance organisation in New Zealand's South Island, delivering road, three waters and maintenance works for several road controlling authorities.
This is a planning and design role. You will prepare plans for senior review.
Key Duties
Planning and Design
- Prepare site-specific TMPs under the New Zealand Guide to Temporary Traffic Management (NZGTTM), each with its own risk assessment and the hierarchy of controls applied.
- Carry every control identified in the risk assessment through to the TMP and TMD.
- Draw TMDs in RapidPlan to the road controlling authority's standard, working from imagery and drawings supplied by the client.
- Provide for all road users, including staging diagrams, methodologies, detours and delay calculations.
- Deliver three to four new plans per week, ready for senior review within three to four working days of receiving a complete work request.
Submissions and Approvals
- Prepare corridor access requests and plan submissions for authority portals such as myWorksites and Submitica.
- Respond to authority review comments, amend and resubmit plans, and progress them through to approval.
- Record approvals, conditions and expiry dates, and pass them to the project team.
- Identify affected parties, from residents through to emergency services and utilities.
Plan Lifecycle and Coordination
- Keep the plan register current so the status of every site is visible.
- Monitor expiry dates and start extensions before a plan lapses.
- Action amendments within two working days when the programme, scope or conditions change.
- Raise gaps in a work request before drafting begins.
- Flag complex or high-risk sites to the Senior Traffic Management Planner early.
- Escalate competing deadlines to the senior planner.
Requirements
- At least 2 years hands-on experience preparing New Zealand TMPs and TMDs
- Hands-on experience drawing site-specific diagrams in RapidPlan
- Working knowledge of NZGTTM and CoPTTM, including the risk-based approach, and experience writing the risk assessment behind a plan.
- Experience lodging through myWorksites, Submitica or an equivalent New Zealand authority portal
- Able to work accurately from supplied imagery and drawings without attending the site.
You will also need:
- Professional written and spoken English, with the ability to communicate clearly in writing with project managers, supervisors and authority reviewers.
- Attention to detail, with the habit of checking plans against authority requirements before submission.
- The confidence to ask questions when information is missing rather than filling gaps with assumptions.
- Good organisation, with the ability to manage a queue of new plans and amendments against deadlines.
- Openness to review feedback and the discipline to apply it to future plans.
Preferred
- Any of the following: TTM Design or Risk Assessment at Level 4, NZQA 4922 or 4923, unit standards US 33252, 33253 and 33254, a previously held NZTA TTM Planner warrant, or STMS US 31961 or 31962.
- Experience across more than one road controlling authority.
- Operational, on-site traffic management experience.
