Key Responsibilities:

The Transportation Procurement & Pricing Manager leads pricing analysis, carrier sourcing, and commercial evaluation for trucking and rail transportation across North America. This position develops data-driven recommendations that balance cost, service, capacity, and risk to support competitive pricing and effective sourcing decisions.

Working closely with Sales, Operations, Finance, Legal, and transportation providers, the Manager independently leads assigned pricing and sourcing workstreams from market analysis and bid development through negotiation, implementation, and performance review. The Manager serves as a subject matter expert, presents recommendations to senior stakeholders, and reports to the Team/Group Leader for overall direction, priorities, and key decisions.

Responsibilities:

1. Transportation Pricing Strategy & Market Analysis

  • Develop pricing and sourcing strategies for assigned transportation lanes, services, and business opportunities based on market conditions, cost structures, capacity, service requirements, and risk.
  • Analyze transportation rates, tariffs, market trends, seasonality, fuel costs, and capacity changes to identify pricing opportunities and anticipate market movements.
  • Establish target rates, cost benchmarks, and negotiation ranges using historical data, market intelligence, and financial analysis.
  • Evaluate pricing trends and transportation cost drivers to recommend adjustments that support competitiveness and business objectives.

2. Carrier Sourcing & Bid Management

  • Lead assigned RFI, RFP, and RFQ processes, including bid planning, carrier solicitation, rate analysis, carrier evaluation, award recommendations, and implementation coordination.
  • Evaluate carrier proposals based on pricing, service capabilities, capacity, geographic coverage, operational requirements, and risk.
  • Develop sourcing recommendations that balance transportation cost, service quality, capacity availability, and business continuity.
  • Coordinate sourcing decisions and implementation plans with internal stakeholders and selected transportation providers.

3. Pricing Negotiation & Commercial Management

  • Negotiate transportation rates, tariffs, accessorial charges, and commercial terms with carriers and logistics service providers.
  • Evaluate proposed rate changes, contract amendments, and sourcing decisions to identify cost-saving opportunities and manage financial exposure.
  • Partner with Legal and Contracts to review commercial terms, resolve contract issues, and align agreements with business and operational requirements.
  • Maintain pricing and sourcing documentation to support accurate rate implementation, commercial consistency, and decision transparency.

4. Financial Analysis & Business Support

  • Evaluate transportation costs, pricing proposals, profitability, and financial implications of sourcing and commercial decisions.
  • Partner with Sales, Operations, and Finance to assess new business opportunities, customer bids, service feasibility, and expected financial performance.
  • Prepare financial models, cost comparisons, bid analyses, and scenario assessments to support pricing and sourcing recommendations.
  • Monitor results against pricing assumptions, cost targets, and expected financial outcomes, recommending corrective actions when needed.

5. Performance Monitoring & Continuous Improvement

  • Monitor carrier rates, sourcing results, transportation costs, service performance, and market developments to evaluate the effectiveness of pricing and sourcing decisions.
  • Identify opportunities to improve carrier selection, sourcing processes, pricing accuracy, cost efficiency, and analytical capabilities.
  • Develop and maintain pricing reports, sourcing metrics, analytical tools, and performance tracking processes.
  • Recommend and implement process improvements in collaboration with relevant stakeholders.

6. Stakeholder Collaboration & Subject Matter Expertise

  • Collaborate with Sales, Operations, Finance, Legal, and other cross-functional teams to align pricing and sourcing decisions with business objectives and operational requirements.
  • Present pricing analyses, market insights, financial impacts, trade-offs, and recommendations to the Team/Group Leader and senior stakeholders.
  • Provide transportation pricing and sourcing expertise to internal teams and support consistent application of pricing methodologies and sourcing practices.
  • Perform other duties as required or assigned.

Requirements

Requirements/Qualifications

  • Bachelor's degree in Supply Chain Management, Logistics, Business, Finance, Economics, Data Analytics, or a related field preferred.
  • 8+ years of experience in transportation pricing, carrier sourcing, or related commercial analysis within the logistics or transportation industry, or equivalent experience.
  • Experience supporting RFI, RFP, and RFQ processes, including data analysis, bid preparation, pricing, and submission management.
  • Working knowledge of transportation modes, including OTR/Truckload, LTL, FTL, and Intermodal.
  • Experience analyzing transportation rates, carrier pricing, fuel surcharges, accessorial charges, and other freight cost components.
  • Strong vendor sourcing and negotiation skills with the ability to identify cost-effective transportation solutions.
  • Advanced Microsoft Excel skills, including PivotTables, VLOOKUP/XLOOKUP, Macro, complex formulas, data analysis, and report development.
  • Strong analytical and problem-solving skills with the ability to analyze large and complex data sets.
  • Ability to identify and interpret transportation market trends and incorporate market intelligence into pricing recommendations.
  • Excellent written and verbal communication skills.

· Strong attention to detail, organization, and ability to manage multiple deadlines in a fast-paced environment.

  • Ability to travel:up to 10%

Preferred Qualifications

  • Experience in a 3PL, freight brokerage, transportation, or supply chain environment.
  • Experience with customer bid platforms and automated pricing tools.
  • Knowledge of SAP, TMS, and transportation rate management systems.
  • Experience with Excel Macros/VBA or other automation capabilities.
  • Experience with Power BI, SQL, Python, or other data analytics tools is a plus.
  • Understanding of carrier contracts, transportation agreements, and commercial terms.
