The Workforce Intelligence Lab (WIL) delivers applied research and public-program support for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans workforce and economic development, port and maritime workforce systems, emergency management and continuity planning, housing and community development, grant administration technical assistance, research and program evaluation, and applied field operations support.

We engage experienced practitioners for both full-time employment and project-based contract roles, as applicable to the award and staffing model. Engagements are remote-first with travel as required for partner and field sites. We build ready teams for live grant and sponsored-research pursuits.
This opportunity is contingent upon grant or sponsored-project award and final staffing approval. Permission will be requested before including a candidate's name or resume in a proposal or funding package.
WIL is seeking a Workforce Development Program Consultant to build workforce pipelines for port operations and city training programs, connecting employers, training providers, community partners, and public agencies around measurable talent outcomes.
What you'll do
Assess port, maritime, logistics, and adjacent-industry workforce needs and occupational pathways Design or strengthen training, recruitment, pre-apprenticeship, apprenticeship, and placement pipelines Coordinate employers, labor and community partners, education providers, and municipal workforce programs Develop program models, partnership agreements, implementation plans, budgets, and performance measures Support outreach, participant-centered design, and continuous-improvement processes for workforce programs Contribute specialist qualifications and past-performance narrative to WIL grant and sponsored-research packages when permissioned
Requirements
Required
Demonstrated experience designing or managing workforce development programs, sector partnerships, or talent pipelines Knowledge of employer engagement, training-provider coordination, career pathways, and participant-support models Strong program design, facilitation, partnership management, and performance-measurement skills Open to full-time employment or project-based contract engagement; remote-first with travel as partner and field work requires
Nice to have
Experience with ports, maritime operations, logistics, transportation, manufacturing, or skilled-trades workforce systems Familiarity with WIOA, apprenticeship, sector-partnership, economic-development, or city training initiatives Experience serving large urban public agencies or coordinating multi-partner workforce grants
