Summary

Under general supervision, performs a full range of inspections, monitoring, and enforcement activities under the state’s health and safety code regulations; interprets regulations and initiate enforcement action, as needed; and provides environmental compliance oversight of commercial and industrial businesses or residential properties countywide.

Description

Duties and Responsibilities:

  • Investigates environmental complaints to determine potential environmental health hazards such as abandoned vehicles, illegal dumping, or maintaining a premise in a manner that creates unsanitary conditions
  • Researches complaints and property ownership in accordance with County and State regulations
  • Plans inspections and prepares documents notifying property owners of environmental violations
  • Maintains data on each assigned activity; prepares reports of daily inspections; and provides necessary follow-up to enforce regulations
  • Required to give testimony before Bexar County Justice of the Peace on behalf of the County’s enforcement actions
  • Performs related duties as required

Minimum Qualifications:

  • Graduation from High School or General Education Development (GED) certificate, and three (3) years’ experience of general code enforcement; additional education in a related field may be substituted for experience
  • Good knowledge of Texas Health and Safety Code, Chapter 343: Abatement of Public Nuisance; good knowledge of Public Nuisance Court Orders; and knowledge of County roads and facilities
  • Proficient oral and written communication skills
  • Ability to meet and deal with the public effectively and appropriately; ability to effectively handle problems in the field and during emergencies; ability to communicate clearly, both orally and in writing; ability to maintain, manage, and organize records; ability to establish and maintain effective working relationships with state regulatory agencies; ability to manage multiple tasks in a detailed and organized manner; ability to enforce laws and regulations in an impartial and consistent manner; ability to establish and maintain effective working relationships with co-workers, contractors, and the public
  • Must become a State Certified OSSF Designated Representative within two (2) year of employment
  • Must have and maintain a valid Texas driver’s license
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre-employment physical and a pre-employment drug screen test
  • Required to be on-call 24-hours a day
  • May be required to work more than 40 hours during the workweek

Working Environment and Physical Demands:

  • Working conditions are inside and outside with exposure to temperature variations; some exposure to hazardous materials, hostile people, damp or wet surfaces, and unpleasant odors
  • Occasionally moves items weighing up to 25 pounds
  • Occasionally moves about the office
  • Frequently communicates with others; must be able to exchange accurate information
  • Generally operates a computer and other office productivity machinery
  • Positions self to perform essential functions
  • Must be able to remain in a stationary position
