PATH’s Center for Malaria Control and Elimination (CMCE) works with PATH staff and strategic partners to coordinate expertise and programming and maximize our collective impact toward malaria elimination.

PATH seeks a Finance Officer for the USG-funded Reaching every at-risk community and household with malaria services (REACH Malaria) global project. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), health systems strengthening, data collection and use for service delivery, and other malaria prevention interventions.

The Finance Officer will report to the Finance and Admin Manager and assist with all financial management and compliance, human resource management, operations and logistics project activities.

*This position is based in Bujumbura, Burundi

Responsibilities:

  • Monitor budgets and keep project management updated about spending against project budgets.
  • Ensure compliance with all USAID and PATH policies, practices, and regulations; advise project staff on donor requirements.
  • Analyze project expenses, including partner financial reports, on a monthly and quarterly basis.
  • Prepare monthly financial projections, forecasts and cash requests in collaboration with the technical team.
  • Coordinate input for the annual work plan and budgeting process with the project team.
  • Support procurement of in-country commodities and other project equipment as needed, in collaboration with REACH Director of Finance and Administration.
  • Support project team to identify and ensure that necessary approvals are secured.
  • Monitor budget utilization to ensure expenditures are within approved limits.
  • Support the Finance and Admin Manager during internal and external audits by providing required documents.
  • Support internal and external audits, including monitoring completion of corrective action.
  • Support property and asset management including IT, equipment, transportation, and insurance.
  • Support procurement processes and follow up to ensure that they are delivered on time with required specs.
  • Support the Finance and Admin Manager to plan all logistics required for CSOs training/Workshops.
  • Serve as a backup to the project Finance team
  • Manage consultant agreements and contracts to ensure that all deliverables are met.

Required skills and experience:

  • Bachelor’s degree or higher in accounting or business-related field.
  • Minimum of five years in an administrative and financial management position in an international organization, USAID experience preferred.
  • Experience in developing, monitoring, and reporting on complex budgets.
  • Thorough knowledge of applicable USAID rules and regulations.
  • Proficiency in MS Office applications including word and excel
  • Experience in managing project funds, and financial reporting and data analysis, auditing,
  • Able to work as part of a team and to build strong working relationships.
  • Excellent attention to detail, sound planning and organizational skills, and problem-solving skills.
  • Analytical approach to work and strong time management skills
  • Ability to communicate effectively both orally and in writing.
  • Strong work ethic, resourcefulness, integrity, credibility, and dedication to PATH’s mission.
  • Professional proficiency in English required.

PATH recherche un Responsable des Finances pour le projet mondial financé par le Gouvernement des États-Unis (USG) intitulé REACH Malaria (Reaching Every At-Risk Community and Household with Malaria Services). REACH vise à fournir des services de soutien à la mise en œuvre et une assistance technique aux pays afin d’accélérer les progrès dans la fourniture complète de services de lutte contre le paludisme au niveau des établissements de santé et des communautés. Responsabilités

  • Suivre les budgets et tenir l’équipe de gestion du projet informée des dépenses par rapport aux budgets du projet.
  • Veiller au respect de toutes les politiques, pratiques et réglementations de l’USAID et de PATH ; conseiller le personnel du projet sur les exigences des bailleurs.
  • Analyser les dépenses du projet, y compris les rapports financiers des partenaires, sur une base mensuelle et trimestrielle.
  • Préparer les projections financières mensuelles, les prévisions et les demandes de trésorerie en collaboration avec l’équipe technique.
  • Coordonner les contributions au plan de travail annuel et au processus de budgétisation avec l’équipe du projet.
  • Soutenir l’approvisionnement en biens et équipements nécessaires dans le pays, en collaboration avec le Directeur Finances et Administration du projet REACH.
  • Soutenir l’équipe du projet afin d’identifier et d’obtenir les approbations nécessaires.
  • Suivre l’utilisation du budget afin de garantir que les dépenses restent dans les limites approuvées.
  • Soutenir le Responsable Finances et Administration lors des audits internes et externes en fournissant les documents requis.
  • Soutenir les audits internes et externes, y compris le suivi de la mise en œuvre des actions correctives.
  • Appuyer la gestion des biens et des actifs, y compris l’informatique, les équipements, le transport et les assurances.
  • Soutenir les processus d’approvisionnement et assurer le suivi afin de garantir que les livraisons sont effectuées à temps et conformément aux spécifications requises.
  • Appuyer le Responsable Finances et Administration dans la planification de toute la logistique nécessaire pour les formations et ateliers des organisations de la société civile (OSC).
  • Servir de remplaçant (backup) pour l’équipe financière du projet lorsque nécessaire.
  • Gérer les accords et contrats des consultants afin de garantir que tous les livrables sont respectés.

Compétences et expérience requises

  • Licence ou diplôme supérieur en comptabilité ou dans un domaine lié aux affaires.
  • Minimum de cinq ans d’expérience dans un poste administratif et de gestion financière au sein d’une organisation internationale, avec une expérience USAID souhaitée.
  • Expérience dans l’élaboration, le suivi et le reporting de budgets complexes.
  • Bonne connaissance des règles et réglementations applicables de l’USAID.
  • Maîtrise des applications MS Office, notamment Word et Excel.
  • Expérience dans la gestion des fonds de projets, les rapports financiers, l’analyse des données financières et les audits.
  • Capacité à travailler en équipe et à établir de solides relations de travail.
  • Excellente attention aux détails, solides compétences en planification, organisation et résolution de problèmes.
  • Approche analytique du travail et solides compétences en gestion du temps.
  • Capacité à communiquer efficacement à l’oral comme à l’écrit.
