Uppdragsbeskrivning Vi söker en erfaren projektledare för upphandling och införande av en ny ärendehanteringsplattform. Plattformen ska utgöra en gemensam teknisk grund för flera handläggningsapplikationer. Uppdraget innebär att leda och samordna hela processen från behovsanalys och kravställning till upphandling, avtalstecknande, implementation och överlämning till förvaltning. Du ansvarar för projektets planering, styrning, tidplan, budgetuppföljning, riskhantering och rapportering enligt PPS. Arbetet omfattar samordning av RFI, upphandlingsstrategi, kravanalys och upphandlingsdokumentation samt att säkerställa krav inom plattform, licenser, implementation, informationssäkerhet, integrationer, drift, förvaltning och kompetensstöd. Du arbetar nära verksamhet, IT, inköp, juridik, arkitektur och systemförvaltning för att säkerställa förankrade krav, prioriteringar och ett effektivt genomförande. Skall-krav: Du ska ha minst 5 års erfarenhet av att leda komplexa IT-projekt med flera intressentgrupper och externa leverantörer. Du ska ha projektlett minst 3 offentliga IT-upphandlingar eller andra upphandlingar enligt LOU, i nära samverkan med inköp och juridik. Du ska ha lett minst 3 implementationer eller införanden av verksamhetskritiska plattformar, standardsystem, low-code- eller ärendehanteringsplattformar. Du ska ha erfarenhet av projektstyrning enligt PPS eller likvärdig projektmodell. Du ska ha erfarenhet av leverantörsstyrning, risk- och beroendehantering, test- och acceptansplanering samt överlämning till förvaltning. Du ska ha erfarenhet av kravställning inom maskininlärning och/eller AI. Du ska kunna omsätta verksamhetsbehov, tekniska förutsättningar och avtalskrav till tydliga planer, leveranser och beslutsunderlag. Du ska ha mycket goda kunskaper i svenska, både i tal och skrift. Du ska kunna redovisa ett relevant referensuppdrag med uppdragsbeskrivning och kontaktperson.

Bör-krav: Du bör uppfylla kompetensnivå 4. Du bör ha erfarenhet från offentlig verksamhet. Du bör ha erfarenhet av modernisering av handläggningssystem. Du bör ha erfarenhet av att hantera och kvalitetssäkra krav inom informationssäkerhet, tillgänglighet (exempelvis DOS-lagen), systemarkitektur, integrationer och drift i komplexa miljöer. Du bör ha erfarenhet av förändringsledning.
