1. 预算规划与目标拆解 * 统筹编制年度费用预算，制定编制规则，并将预算目标合理分解至各业务部门或项目。 * 根据年度销量或业务规划测算大盘收入及费用，审视费用发生的必要性及合理性，保障渠道损益达标。 2. 费用全流程管控与审核 * 建立并优化费用管控制度、审批流程及评价标准，明确各类支出的审计要点。 * 对大额支出、日常报销、项目费用进行周期性分析，审核支出的合规性与合理性，识别并拦截不合规票据及流程漏洞。 3. 数据分析与费效评估 * 搭建费用效果后评估体系，定期输出费用执行分析报告，对比预算与实际差异，分析超支或异常原因。 * 通过数据对比与趋势分析，寻找降本机会点，提出成本优化建议及替代方案，推动业务部门提升投入产出比（ROI）。 4. 过程监控与跨部门协同 * 搭建“看板+沟通+预警”的三维监控体系，对重点项目及日常费用进行实时跟进与分级预警。 * 作为业务伙伴BP，协同各业务部门解答报销制度疑问，规范前端报销行为，推动费控理念与经营意识的文化建设。 5. 合规审计与风险管理 * 建立事前、事中、事后的全流程审计规范，识别费用使用中的合规风险（如票据造假、商业贿赂等）与效益风险。 * 配合内外部审计与监管检查，提供费用相关资料，确保税务申报及账务处理的准确合规。

1. 学历与专业背景 * 通常要求本科及以上学历，财务管理、会计、金融、精算或统计等相关专业。 * 持有CPA（注册会计师）、ACCA或中级会计师及以上职称者优先。 2. 工作经验 * 具备3-5年以上财务、费用管控、审计或预算管理相关工作经验；有跨国企业、快消/零售/科技/金融等行业背景者优先。 * 熟悉企业业务流程，具备预支出审计能力，能识别不同类别支出的费控机会点。 3. 核心能力素质 * 数据分析能力：对业务数据高度敏感，精通Excel函数及财务ERP系统，能熟练进行财务建模与趋势分析。 * 沟通协调能力：具备极强的跨部门沟通与博弈能力，能在坚持原则与满足业务需求之间找到平衡，推动共识达成。 * 合规与经营者思维：具备较强的成本费用意识、风险防范意识及主人翁精神，能够以经营者视角看待费用投入。
