About the Role

Lead the Health TDA agenda for AIA Hong Kong and Macau, translating the Integrated Healthcare Strategy (IHS) into a prioritized portfolio of secure, scalable and customer-centric TDA capabilities. The role is accountable for strategy, investment, end-to-end delivery, value realization and operational readiness across health data, digital health journeys, healthcare administration, provider connectivity and AI-enabled solutions. Partner with business, clinical, operations, risk and ecosystem stakeholders to improve customer health outcomes, experience, efficiency and claims sustainability while maintaining strong governance, privacy, cybersecurity and regulatory compliance.

This role contributes to the delivery of customer outcomes that are reliable, thoughtful, and create meaningful impact for customers and society. The role holder is expected to embed a customer first mindset in all decisions and actions by developing a clear understanding of customer needs, taking end to end ownership to resolve issues, and working collaboratively across teams to continuously enhance the customer journey—both directly and indirectly.

Roles and Responsibilities:

Program and Portfolio Management

  • Own the multi-year Health TDA strategy, roadmap and portfolio, aligned with enterprise architecture, business priorities and customer outcomes.
  • Shape investment cases, annual plans and delivery priorities; balance value, capacity, dependencies, risk and time-to-market across the portfolio.
  • Establish disciplined governance for demand intake, prioritization, funding, design, delivery, change control, benefits tracking and executive reporting.
  • Direct complex, cross-functional programs from discovery through implementation and transition to business-as-usual operations.
  • Manage program scope, milestones, budgets, resources, vendors, interdependencies, risks and issues; escalate decisions with clear options and recommendations.
  • Apply fit-for-purpose delivery methods, including Agile, AI (Generative/Agentic) , product and program management practices, while maintaining required technology and risk controls.
  • Ensure solutions meet architecture, engineering, testing, resilience, security, privacy and operational-readiness standards.
  • Track adoption and value realization after launch, using data to refine products, journeys and investment priorities.

Healthcare

  • Provide technology leadership across the end-to-end health journey – predict, prevent, diagnose, treat and recover – and across healthcare administration and provider management.
  • Build integrated digital experiences that improve access, navigation, personalization, engagement and continuity of care across Hong Kong, Macau and relevant Greater Bay Area services.
  • Lead health data strategy covering consent, capture, interoperability, quality, lineage, master data, access, analytics and responsible use.
  • Promote appropriate use of AI, predictive analytics and automation in areas such as care navigation, health engagement, claims, fraud, waste and abuse, and operational decision support, with human oversight and model governance.
  • Ensure alignment with applicable healthcare, insurance, privacy, electronic health record, cybersecurity and cross-border data requirements.
  • Drive interoperability with internal platforms and external ecosystem participants, including providers, networks, TPAs, pharmacies, wellness partners and technology vendors.
  • Maintain working knowledge of relevant health data and interoperability standards, coding systems and terminologies, including ICD, CPT and FHIR where applicable.
  • Assess emerging technologies and partnerships through clinical, customer, commercial, risk and architectural lenses; scale solutions that demonstrate measurable value.

Business Partnership, Governance and Value Realisation

  • Act as strategic technology partner to Proposition and Healthcare, Operations, Customer, Finance, Risk, Legal, Compliance and other business functions relating to IHS.
  • Translate healthcare and customer priorities into clear products, platform, data and delivery roadmaps with accountable business owners.
  • Chair or contribute to steering committees and design or investment forums, enabling timely, evidence-based decisions.
  • Define outcome measures and benefits baselines; hold business and technology owners accountable for adoption and value realization.
  • Ensure robust governance for customer fairness, data ethics, responsible AI, third-party risk, information security, operational resilience and regulatory compliance.
  • Represent Health TDA in Group and market forums, promoting reuse, standardization and cross-market synergies.

People Management

  • Lead, coach and develop a multidisciplinary team of program managers, product and delivery leaders, architects, analysts, engineers and data professionals.
  • Set clear accountabilities, performance expectations and development plans; build engagement, inclusion, collaboration and a customer-first culture.
  • Develop succession and capability plans for health technology, digital product, data, AI, program delivery and vendor management.
  • Plan workforce capacity and deploy internal, Group, vendor and partner resources effectively against strategic priorities.
  • Ensure team members and third parties comply with applicable policies, controls, professional standards and licensing requirements.
  • Role-model ownership, learning agility, constructive challenge and disciplined execution.

Minimum Job Requirements:

  • Bachelor’s degree in Information Technology, Computer Science, Engineering, Data, Business or a related discipline; postgraduate qualification is preferred.
  • Minimum 15 years of relevant experience in technology, digital, data or program leadership, including at least 5 years leading senior, multidisciplinary teams.
  • Proven accountability for large, complex transformation portfolios from strategy and investment case through delivery, adoption and value realization.
  • Substantial experience in healthcare, health insurance or health technology; strong understanding of payer, provider, TPA, pharmacy, wellness and partner ecosystems.
  • Strong knowledge of digital health platforms, cloud, integration, APIs, data platforms, analytics, AI, automation, cybersecurity and operational resilience.
  • Working understanding of healthcare data models, interoperability, privacy, consent and coding standards, including ICD, CPT and FHIR where applicable.
  • Experience managing budgets, vendors, contracts, delivery partners and executive governance; able to quantify and track business benefits.
  • Strong knowledge of Agile, product, program and portfolio management practices; relevant certification is an advantage.
  • Demonstrated ability to operate effectively with C-level stakeholders, influence across a matrix organization and convert complex issues into clear decisions.
  • Strong commercial judgment, strategic thinking, analytical problem-solving, risk awareness and execution discipline.
  • Excellent written and verbal communication skills in English; Chinese language capability is an advantage for Hong Kong, Macau and Greater Bay Area engagement.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
