Job Description

Arcadis is the world's leading company delivering sustainable design, engineering, and consultancy solutions for natural and built assets.

We are more than 34,000 people, in over 30 countries, dedicated to improving quality of life. Everyone has an important role to play. With the power of many curious minds, together we can solve the world’s most complex challenges and deliver more impact together.

Role description:

Arcadis is a leading global company delivering sustainable design, engineering and consultancy solutions for natural and built assets. In Ireland, we support clients across rail, transport and wider infrastructure, combining international capability with local market knowledge to plan, procure and deliver complex programmes.

As Commercial Manager, you will provide commercial leadership across our Ireland rail and infrastructure portfolio. This is a portfolio-wide role rather than a commercial appointment to a single project. You will help shape how we select opportunities, structure bids and partnerships, enter contracts and manage commercial performance through delivery and close-out.

Working with Account Leaders, Project Directors, Project Managers, Technical Leaders, Finance, Legal and Growth teams, you will give senior leaders a clear view of financial performance, contractual exposure and opportunity. You will also build trusted relationships with senior clients, bringing practical commercial, delivery and market insight to decisions on procurement, contracting and programme delivery.

What you'll do

  • Lead commercial oversight of the Ireland portfolio, providing clear insight into revenue, profitability, backlog, forecasting, cash, working capital, resource efficiency and emerging exposure, and driving timely interventions that protect performance.
  • Shape commercial strategy for major pursuits, frameworks and strategic bids, testing the relationship between scope, programme, resources, assumptions, risk and price to ensure proposals are competitive, deliverable and financially sustainable.
  • Lead commercial input to bid reviews and governance decisions, ensuring qualifications, exclusions, dependencies, investment requirements and decision authorities are clear.
  • Support the development and negotiation of memoranda of understanding, teaming agreements, subconsultancy arrangements, joint ventures and other collaborative delivery models, coordinating specialist Legal, Finance, Tax and Insurance input.
  • Lead or coordinate initial contract reviews and negotiations, translating contractual issues into clear operational and financial implications and supporting effective contract execution and mobilisation.
  • Provide practical guidance on NEC4 and other relevant professional services and infrastructure contracts, including scope, liability, payment, change, programme, intellectual property, insurance and termination.
  • Act as the senior commercial focal point for project and technical leaders, supporting the management of scope, early warnings, compensation events, change, records, payment, forecasting, claims and recovery strategies.
  • Establish proportionate commercial governance, assure delivery against the contracted scope and as-sold position, and promote early intervention and dispute avoidance.
  • Advise senior and executive-level clients on delivery strategy, packaging, procurement routes, contracting models, risk allocation, commercial governance and market engagement, helping them secure strong and deliverable market responses.
  • Provide functional commercial leadership across the portfolio, coaching delivery leaders, reviewing specialist outputs, coordinating commercial resources and improving commercial practices, controls and capability across Ireland and the wider business.

What you'll bring

  • Significant commercial management experience in rail, transport or complex infrastructure, gained within design consultancy, construction or comparable professional services.
  • Experience overseeing multiple projects, a major programme, framework or substantial portfolio, with strong knowledge of revenue, forecasting, margin, cash, working capital and change control.
  • Practical NEC4 knowledge, including early warnings, compensation events, programme obligations, payment and associated commercial controls.
  • Experience reviewing and negotiating professional services or infrastructure contracts and developing commercial strategies for major bids.
  • Strong understanding of multidisciplinary rail design, construction or infrastructure consultancy and the ability to convert complex commercial issues into clear recommendations.
  • Credibility with senior clients, partners and internal governance teams, combined with the judgement to challenge constructively and influence decisions without relying solely on formal authority.
  • A degree or equivalent professional experience in quantity surveying, commercial management, engineering, construction, project management, law or a related discipline.

Client-side experience, Irish public procurement knowledge, major framework or joint-venture experience, and chartered or professional status with SCSI, RICS, Engineers Ireland, ICE, APM, CIArb or another relevant institution would be advantageous.

Qualifications and experience

Essential

  • Degree or equivalent professional experience in quantity surveying, commercial management, engineering, construction, project management, law or a related discipline.
  • Significant commercial management experience in rail, transport or complex infrastructure, gained within design consultancy, construction or comparable professional services.
  • Demonstrable oversight of multiple projects, a major programme, framework or substantial business portfolio.
  • Strong portfolio financial management capability, including revenue, forecasting, margin, cash, working capital and change control.
  • Practical NEC4 knowledge, including early warnings, compensation events, programme obligations, payment and associated commercial controls.
  • Experience reviewing and negotiating professional services or infrastructure contracts and developing commercial strategies for major bids.
  • Ability to assess risk, explain business implications clearly and influence senior decisions without relying solely on formal authority.
  • Strong knowledge of multidisciplinary rail design, construction or infrastructure consultancy and confidence engaging senior clients, partners and governance functions.

Desirable

  • Client-side experience within an infrastructure owner, public authority or delivery body.
  • Chartered or professional status with SCSI, RICS, Engineers Ireland, ICE, APM, CIArb or another relevant institution.
  • Experience of Irish public procurement, major frameworks, joint ventures or collaborative delivery arrangements.
  • Knowledge of Public Works Contracts, FIDIC or other relevant infrastructure and professional services forms.
  • Experience across global accounts, international teams or multi-jurisdictional programmes.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
