Role Description

Arcadis is seeking an experienced Water/Wastewater Project Manager to join our Water Business Line in St. Louis, MO. This is a strategic seller/doer leadership role focused on growing and delivering municipal water, wastewater, and stormwater projects throughout the St. Louis metropolitan region and surrounding Midwest markets.

The successful candidate will serve as both a Project Manager and Client Manager, leading multidisciplinary teams through the planning, design, and construction of complex water and wastewater infrastructure projects. The ideal candidate will possess strong technical expertise in water and wastewater systems, including treatment facilities, collection and distribution systems, stormwater management, pumping stations, and biosolids processing, while also driving business development, client engagement, and market growth initiatives.

This role offers the opportunity to lead major capital improvement projects, build and strengthen relationships with municipal clients, mentor technical staff, and help expand Arcadis' presence in the St. Louis water market.

Role Accountabilities

This role will lead and manage the planning, design, and construction administration of municipal water, wastewater, and stormwater projects, ensuring compliance with client requirements, regulatory standards, and Arcadis quality and safety practices. Will also serve as a client-facing Project Manager responsible for project scope, schedule, budget, quality, and overall delivery performance. This position will lead engineering evaluations, feasibility studies, modeling, process analyses, and design efforts for water distribution systems, wastewater collection systems, stormwater infrastructure, pumping facilities, treatment plants, and biosolids systems.

  • Direct the preparation and review of engineering calculations, reports, technical memoranda, plans, specifications, and cost estimates.
  • Provide technical leadership as a design lead, QA/QC reviewer, or subject matter expert on multidisciplinary projects.
  • Coordinate and oversee project teams, subconsultants, and technical staff while mentoring developing engineers and supporting professional growth. Support construction-phase services, including construction administration, equipment startup, commissioning activities, and coordination with contractors and owners.
  • Build and maintain strong relationships with municipal clients and key stakeholders, identifying opportunities to expand services and develop new business.
  • Lead proposal development efforts, including pursuit strategy, client presentations, scope development, staffing plans, schedules, and fee estimates.
  • Collaborate with regional leadership to increase Arcadis' visibility and market presence throughout Missouri and surrounding areas. Participate actively in professional organizations, industry conferences, and technical committees through presentations, publications, and networking activities. Travel as needed for client meetings, project workshops, site visits, construction oversight, and business development activities.

Required Qualifications

  • Bachelor's Degree in Civil, Environmental, Mechanical, Chemical Engineering, or a related engineering discipline.
  • Professional Engineer (PE) license in Missouri or ability to obtain Missouri licensure through reciprocity.
  • Minimum 10 years of water/wastewater engineering experience, including planning, design, and construction support for municipal infrastructure projects with at least 5 years of project management experience leading multidisciplinary water, wastewater, and/or stormwater projects.

Key Skills & Attributes

Must be a strong seller/doer mindset with a passion for growing client relationships and winning new work with experience managing project scope, budgets, schedules, and technical delivery. Should have experience developing construction documents, including plans, specifications, technical reports, and cost estimates.

  • Strong communication, client management, and team leadership skills. Technical excellence across water, wastewater, and stormwater infrastructure.
  • Strategic leadership and business acumen. Ability to manage multiple priorities and complex projects simultaneously.
  • Collaborative team leadership and mentorship abilities. Excellent verbal, written, and presentation skills. Commitment to quality, safety, and client success.

Preferred Qualifications

15+ years of experience delivering municipal water, wastewater, and stormwater infrastructure projects. Experience serving as a client-facing project manager and account manager for municipal clients. Technical expertise in wastewater treatment facilities, pumping systems, biological treatment processes, biosolids planning and processing, and conveyance systems. Experience managing large capital improvement programs and treatment plant projects with construction values exceeding $20 million. Established relationships with municipalities, utilities, and public agencies throughout the St. Louis metropolitan area and surrounding region. Proven success in business development, client account management, proposal development, and pursuit leadership. Experience supervising multidisciplinary engineering teams and mentoring junior staff. Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
