Job Description

IMPORTANT NOTICE: Arlington County requires all applicants to thoroughly complete each section of the application, including prior job responsibilities, duties, and supplemental questions. While you may attach a resume, it will not replace a completed application. Incomplete applications will not be considered.

The Aging and Disability Services Division (ADSD) of the Department of Human Services is hiring an experienced Human Services Clinician III (Team Lead) for the Aging and Disability Resource Center (ADRC). The ADRC is a part of Arlington's Agency on Aging (AAA) and serves as the No Wrong Door (NWD) point of entry for information, referrals, options counseling, and emergency assistance for older adults, people with disabilities and their caregivers. The ADRC HSC III role combines clinical expertise, program management, and administrative oversight to ensure the effective delivery of services and compliance with state and local regulatory requirements.

Arlington County DHS is committed to delivering client services in an effective, equitable, respectful, and trauma-informed manner. Our staff is dedicated to ensuring our clients are approached, engaged and cared for in ways that demonstrate competency, sensitivity and awareness of factors which impact the client experience including but not limited to: cultural identity, gender, racial, and ethnic diversity, religious/spiritual ascription, physical capability, cognitive and literacy levels, sexual orientation, and linguistic needs.

Responsibilities

Specific duties include:

  • Providing clinical leadership, program support, and operational oversight for the Aging and Disability Resource Center (ADRC), including ensuring adequate intake coverage, facilitating clinical coordination meetings, conducting comprehensive intake assessments, and maintaining a caseload of short-term case management clients;
  • Delivering information, assistance, and person-centered guidance through intake and assessment processes; developing comprehensive service plans and providing referrals to appropriate community resources through both in-person and telephone-based interactions;
  • Compiling, analyzing, and preparing monthly program data and narrative reports, including summaries of service trends, notable events, compliance concerns, performance outcomes, and policy or procedural changes;
  • Partnering with the ADRC Supervisor and Area Agency on Aging (AAA) Director to evaluate service delivery models, identify gaps in services, and develop innovative approaches to enhance program effectiveness and client outcomes; and
  • Collaborating with Quality Assurance staff to ensure the accuracy, completeness, and timeliness of case documentation and to maintain compliance with local, state, and federal reporting requirements and program standards.

The ideal candidate is a seasoned human services professional who combines strong clinical expertise in aging, disability, and case management services with demonstrated program administration and leadership skills. This individual is equally comfortable providing direct client support, guiding professional staff, analyzing program data, and contributing to strategic program development.

Qualifications

Minimum Qualifications:

  • A Master's Degree in Social Work, Counseling, Psychology, or other directly related clinical discipline, all of which required a clinical practicum involving diagnostic, treatment, and case management services;
  • Three years of post-Master's Degree experience providing professional clinical social work services, which included the application of diagnostic, treatment, and case management services. The above experience must include at least one year providing services to older adults with disabilities, caregivers and their families, adults experiencing homelessness, and/or older adults with mental health and substance use disorders.

Substitution(s): Directly related higher level clinical degrees may substitute for the Master's Degree education requirement and 1 year of experience.

Desirable Qualifications: Preference may be given to applicants with experience in one or more of the following:

  • Licenses/Certifications: Licensure by the appropriate board of Virginia Department of Health Professions, preferred, not required;
  • Extensive post-master’s degree experience providing professional clinical human services clinician work services assisting older adults, persons with disabilities, and caregivers with accessing long-term support and aging services;
  • Knowledge and experience with an ADRC, Agency on Aging (AAA), adult services and/or adult protective services, case management, care coordination, and clinical service delivery to adults age 60+ and/or adults with disabilities;
  • Experience with a No Wrong Door system of record and/or PeerPlace electronic database.

Special Requirements:

  • Cover Letter: A complete application includes a cover letter. Please attach your cover letter to this application (or use the space provided in the supplemental questionnaire) describing your experience providing professional clinical social work services to adults which included the application of diagnostic, treatment, and case management services. Include details of your knowledge and/or experience with Aging and Disability Resource Centers (ADRCs), Area Agencies on Aging (AAAs), or related aging and disability service systems.
  • Resume Requirement: A complete application includes a resume. Please attach your resume to the application and verify that the details of your application provide further evidence of your experience and qualifications as displayed on your resume;
  • Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information;
  • Driver's License: Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of official driving record. Any offer of employment may be contingent upon favorable review of the applicant’s driving record. Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite;
  • Work Environment: Primarily in the office but occasional outreach visits to client’s home and in the community are required. Flexibility to adapt to changing schedules and environments is necessary;
  • Required Training: Must attend and pass/complete Virginia Department of Aging and Rehabilitative Services (DARS) training course(s) to become a certified Options Counselor, HIPPA and Privacy; as well as Arlington County and Department of Human Services trainings;
  • Please complete each section of the application including the supplemental questions. Your responses to the supplemental questions are required because they provide us with specific information necessary to evaluate your qualifications for this position. These responses are considered part of the selection process. A resume may be attached; however, it will not substitute for a completed application. Incomplete applications will not be considered. Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
