Job Description

IMPORTANT NOTICE: Arlington County requires all applicants to thoroughly complete each section of the application, including prior job responsibilities, duties, and supplemental questions. While you may attach a resume, it will not replace a completed application. Incomplete applications will not be considered.

The Department of Environmental Services (DES) is seeking a Stormwater Infrastructure Program Manager to join our team! The Stormwater Infrastructure Team within the Office of Sustainability and Environmental Management (OSEM) leads the planning, prioritization, operation, improvement, and maintenance of the County’s stormwater system, with a focus on reducing flood risks to life, safety, and property and keeping the system in a state of good repair. The Program Manager will plan, direct, and oversee the team’s programs and projects, working closely with the Water, Sewer, Streets (WSS) Bureau, the Engineering Bureau, and the OSEM Watershed Programs Team.

Responsibilities

Major Job Duties:

  • Directing and supervising Stormwater Infrastructure Team staff;
  • Overseeing planning, analysis, and monitoring activities for the operation, improvement, and maintenance of the stormwater system;
  • Developing annual work plans and preparing and managing operating and capital budgets;
  • Representing the program to senior leadership and coordinating program efforts with internal and external agencies;
  • Engaging community stakeholders on stormwater and flood risk issues; and
  • Serving as the County’s Floodplain Administrator, as designated by the DES Director.

The ideal candidate will have experience managing stormwater systems in built-out urban areas and an understanding of intensifying rainfall patterns under a changing climate. Additionally, the ideal candidate will be a strong communicator who motivates individuals and teams, builds agreement on challenging issues, and works effectively within a multi-objective program and organization.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree in civil engineering, environmental science, stormwater management, construction management, or a related field;
  • Significant and progressively responsible experience in urban stormwater management; and
  • Registration as a Professional Engineer (PE) in Virginia, or current licensure in another state with reciprocity.

Desirable Qualifications: Preference may be given to applicants with experience in one or more of the following:

  • Managing and leading complex, interagency urban stormwater management programs in a government organization, authority, utility, or comparable environment;
  • Developing operating or capital budgets for programs and activities;
  • Designing and constructing urban stormwater infrastructure;
  • Performing hydrologic and hydraulic analysis and modeling, including applying climate change projections; and/or
  • Preparing and reviewing development plans.

Licenses/Certifications:

  • Certified Floodplain Manager (CFM) through the Association of State Floodplain Managers.

Special Requirements

Background Check: A pre-employment criminal records check will be conducted. It will include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You will be required to sign a release authorizing the County to obtain your background information.

Driver’s License: Applicant must possess, or obtain by time of appointment, a valid driver’s license, and must provide or authorize Arlington County to obtain a copy of your official driving record. Any offer of employment may be contingent upon favorable review of the applicant’s driving record. Alternatively, the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite.

Professional Licenses/Certifications: Registration as a Professional Engineer (PE) in Virginia, or current licensure in another state with reciprocity, is required.

Letter of Interest: A complete application includes a letter of interest. Please attach your letter to this application detailing your background and experience and how they have prepared you for this position.

Resume Requirement: A complete application includes a resume. Please attach your resume to the application and verify that the details of your application provide further evidence of your experience and qualifications as displayed on your resume.

Financial Disclosure: Completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon acceptance of employment and annually thereafter.

Please complete each section of the application including the supplemental questions. Your responses to the supplemental questions are required because they provide us with specific information necessary to evaluate your qualifications for this position. These responses are considered part of the selection process. A resume may be attached; however, it will not substitute for a completed application. Incomplete applications will not be considered. Please do not write “see resume” as a response to the questions. In accordance with § 19.2-392.15, applicants are not required to provide information regarding sealed arrests, charges, or convictions in response to any questions or inquiries during the hiring process.

Additional Information

Work Hours: Full-time, flexible work schedule Monday through Friday between 7 am to 6 pm with telework opportunities. Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
