By empowering patients, providers, and caregivers with the support they need, we strive to make health and care a reality—not a burden—every single day. Join us in creating a better way to care.

Position Overview

The Vice President, Market Operations is the accountable executive for CINQCARE’s Indiana I/DD market and its multi-year agreement with the State of Indiana. The Vice President owns delivery of contract milestones, program operation deliverables and key performance indicators; builds and leads the Indiana team; manages the market budget; and represents CINQCARE to state leadership, Case Management Organizations (CMOs) and community partners. Through whole-person, value-based approaches, the role helps close gaps in clinical care and reduce avoidable Medicaid spend for Individuals with Intellectual and Developmental Disabilities. The Vice President embodies CINQCARE’s values and understands that at CINQCARE, we don’t have patients or customers – we have Family Members.

Key Responsibilities

Contract and Performance Accountability

  • Own delivery of all contractual milestones, program operation deliverables and key performance indicators agreed with the State of Indiana, including state acceptance of deliverables and realization of associated payments and incentives.
  • Establish and maintain the market’s multi-year implementation roadmap and project plan, holding cross-functional owners accountable for their commitments.
  • Report market performance, risks and outcomes to executive leadership on a regular cadence, and resolve or escalate issues proactively.
  • Lead development of sustainability, value-based payment and model-integration recommendations as the engagement matures.

Executive Relationships

  • Serve as CINQCARE’s senior executive representative to state agency and Medicaid leadership, maintaining a deep understanding of the state’s priorities and of the needs of the Individuals served.
  • Build trusted partnerships with CMOs, providers and community stakeholders, and lead discussions on performance standards and incentive structures.
  • Ensure the voices of Individuals, families and front-line providers inform market strategy and decision-making.

Team Building and Leadership

  • Design, sequence and build the Indiana team, leading recruiting, hiring and onboarding across Training, Technical Supports, Insights/Healthcare Economics, Compliance, Finance, Administrative/Project Management and Clinical functions.
  • Lead and develop functional leaders by setting clear goals, fostering accountability and supporting continuous improvement and professional growth.
  • Define roles, handoffs and decision rights between the Indiana team and enterprise partners to ensure efficient, matrixed execution.

Financial and Resource Stewardship

  • Own the market budget, forecasting and financial performance, ensuring operations are scalable and aligned with business and financial goals.
  • Direct the allocation of internal, consultant and vendor resources, prioritizing program readiness and build requirements alongside permanent hiring.

Strategy, Data and Clinical Outcomes

  • Set and execute market strategy to (1) improve care delivery and clinical outcomes for Individuals enrolled in Indiana waiver programs; (2) improve the operational efficiency of CINQCARE’s internal teams supporting those Individuals; and (3) contribute to CINQCARE’s market growth and the effective delivery of its services.
  • Use operational, clinical and healthcare economics data to identify trends, inefficiencies and opportunities, and translate insights into decisions and client deliverables.
  • Champion adoption of CINQCARE’s technology platforms, including OnQue, and the training and support needed for successful use by CMOs and providers.

Compliance and Risk

  • Ensure program operations meet state contract, regulatory, HIPAA and organizational requirements, and oversee internal compliance and audit readiness.

Enterprise Collaboration and Culture

  • Partner with other business divisions and cross-functional teams to align Indiana market operations with broader organizational goals.
  • Foster a collaborative, inclusive and high-performing culture, staying close to front-line teams, CMOs and the Individuals served so that decisions reflect the realities of day-to-day care.
  • Perform other duties as required to meet business needs.

Required Qualifications

  • Education: Bachelor’s degree required; Master’s degree (e.g., MBA, MPH, MHA or related) preferred.
  • Experience: 12-15+ years of progressive healthcare or human services leadership, including 7-10 years in senior leadership with budget or P&L accountability. Deep I/DD expertise, with 10+ years of experience in I/DD services and/or Medicaid-funded home- and community-based care. Demonstrated success managing government contracts with performance milestones, building and leading cross-functional teams from the ground up, and engaging executive-level government and provider stakeholders. Experience with value-based payment, managed care or care management models preferred. Familiarity with Indiana’s I/DD waiver programs and state agency landscape preferred.
  • Certifications: Preferred – e.g., PMP, Lean/Six Sigma or a relevant healthcare leadership credential.
  • Technical Skills: Financial and budget management; data and analytics fluency (KPIs, healthcare economics, performance reporting); program and project management; process improvement methodologies; Microsoft Office; care management and EHR systems.
  • Soft Skills: Executive presence; exceptional written, verbal and presentation skills; sound judgment and impeccable ethics; strategic thinking paired with strong follow-through; ability to build trust and manage relationships; comfort leading in a fast-paced, entrepreneurial environment.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
