Job Description

The San Francisco Municipal Transportation Agency (SFMTA) is a department of the City and County of San Francisco responsible for the management of all ground transportation in the City. The SFMTA has oversight over the Municipal Railway public transit (Transit Division or “Muni”), as well as bicycling, paratransit, parking, traffic, walking, and taxis. SFMTA is currently in the process of implementing an upgrade of the technology used to manage light rail operations on the surface and in the subway.

Position Description:

The Train Control Upgrade Project (TCUP) is a multi-year, multimillion dollar project with the goal of replacing the existing train control system onboard vehicles and in the Muni Metro subway with a state-of-the-art radio-based technology. TCUP will expand supervision of trains by the train control system from the subway to the entire surface Muni light rail system. The TCUP vendor contract and installation work will be managed by a project management team within the Transit Division (“Muni”).

Information Technology is at the core of TCUP. SFMTA’s Technology Solutions and Integration (TSI) team will be delivering the technology scope for TCUP. The role will be supporting delivery of the information technology components.

Success requires significant investments in expanded network infrastructure, data architecture, wireless communication systems, servers, databases, and cybersecurity. Project systems will need data integration with existing enterprise and intelligent transportation systems. Changes need to be baselined, documented, designed, implemented, and tested.

Examples of Important and Essential Duties:

  • Collaborate with stakeholders, vendors, project teams, and operational personnel to define requirements, coordinate testing activities, and resolve integration issues.
  • Provide technical input and recommendations regarding integration approaches, interface design, system architecture, and testing methodologies.
  • Create and document interface specifications, technical documents, and diagrams.
  • Identify data dependencies and map between systems.
  • Create scripts for data transformation and migration.
  • Configure and test APIs, middleware, and messaging systems.
  • Analyze, troubleshoot, and resolve integration issues across enterprise and operational technology platforms with minimal disruption to system performance.
  • Implement version control and change management processes.
  • Develop and execute integration, performance, reliability, and end-to-end test plans and test cases, including validation of failover and error-handling scenarios.
  • Support deployment, commissioning, operational readiness, business continuity, rollback planning, incident response, and post-deployment stabilization activities for mission-critical transportation systems.
  • Review and evaluate vendor-provided designs, interface specifications, test results, and technical deliverables for compliance with project requirements and agency standards.
  • Support configuration management and maintenance of development, test, staging, and production integration environments.
  • Performs related duties as assigned.

Qualifications

Minimum Qualifications:

Education: An associate degree in computer science, computer engineering, information systems, or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience: Three (3) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of a system or platform.

Substitution: One year of additional experience as described above may be substituted for the required degree.

Completion of the 1010 Information Systems Trainee Program may be substituted for the re-quired degree.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • 3+ years’ experience using APIs (REST, SOAP, MQTT, gRPC, WebSocket) for communication between systems.
  • 3+ years’ experience with message queues (e.g., Azure Service Bus, Azure Event Hubs) and middleware technologies supporting asynchronous integration.
  • 3+ years’ experience developing, deploying, and supporting serverless integration solutions using cloud platforms such as Microsoft Azure Functions, Azure Logic Apps, AWS Lambda, or similar technologies.
  • 3+ years’ experience creating, deploying, maintaining, and troubleshooting Docker container images and containerized applications in development, testing, and production environments.
  • Proficiency in at least one language (Python preferred; Java, C++, or JavaScript acceptable) to develop integration scripts, tools, or automation workflows.
  • Proficiency with object-oriented software design and implementation.
  • 3+ years’ experience developing, executing, and troubleshooting integration, system, and user acceptance testing using tools such as Postman, SoapUI, or similar platforms.
  • 3+ years’ experience in developing software for real-time data streaming systems using asynchronous and multi-threaded design principles.
  • 3+ years’ experience with communication protocols and technologies including HTTP/HTTPS, FTP/SFTP, Server-Sent Events (SSE), and other technologies used for system integration.
  • 3+ years’ experience querying, mapping, transforming, and validating data in relational or non-relational environments using ETL tools or custom scripts.
  • Proficiency with Git and source control practices for managing integration artifacts, scripts, and test assets.
  • 3+ years’ experience developing, reviewing, or maintaining Interface Control Documents (ICDs), interface specifications, testing procedures, and technical design documentation for complex multi-system environments.
  • 3+ years’ experience integrating Intelligent Transportation Systems (ITS), rail systems, transit management systems, CAD/AVL platforms, communications systems, or other operational technology environments.
  • 3+ years’ experience supporting deployment, commissioning, cutover, migration, and operational readiness activities for mission-critical systems.
  • Experience collaborating with diverse stakeholders and fostering an inclusive environment that values different perspectives, backgrounds, and expertise to drive effective decision-making.
