Company Description

The San Francisco Planning Department is recruiting for two (2) Temporary Exempt (TEX) Senior Administrative Analyst positions for PermitSF.

Specific information regarding this recruitment process is listed below:

Temporary Exempt: This is a full-time Temporary Exempt position that is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the Appointment Officer. The duration of the appointment shall not exceed 36 months.

Job Description

PermitSF is a citywide initiative to modernize and streamline permitting processes across multiple departments through the phased launch of new permit types on the PermitSF Portal, business process redesign, and implementation of the OpenGov platform.

The Senior Administrative Analyst will play a critical role in supporting the continued rollout and adoption of new permit types and advancing the modernization of San Francisco’s permitting system. The position will work closely with City departments to analyze and redesign business processes, translate business requirements into system configurations, support data and reporting needs, coordinate testing and implementation activities, and help departments adopt new processes and technology.

The positions report to the PermitSF Program Manager and will work closely with the PermitSF Modernization Project Manager, Director of PermitSF, and PermitSF Chief of Staff.

Important and Essential Duties

Essential duties of the position include but are not limited to the following:

  • Conduct discovery sessions with departments to understand business needs, permitting requirements, operational challenges, and current workflows.
  • Analyze and document permitting processes, identify inefficiencies, and recommend improved workflows and business processes.
  • Advise departments on business process changes and requirements necessary to support successful PermitSF Portal implantation.
  • Coordinate with departmental staff, technical leads, leadership, vendors, and other stakeholders across multiple City agencies.
  • Work with permit agency stakeholders and the PermitSF Data Engineer to identify data needs and support the validation of data pipelines and models for permit tracking and reporting.
  • Configure and validate OpenGov platform to support approved future-state permitting processes and permit requirements.
  • Coordinate with vendor teams and departmental stakeholders to evaluate configuration, testing results, defects, feedback, and enhancement requests.
  • Support training, communications, readiness activities, and user adoption related to PermitSF implementation.
  • Track project milestones, deliverables, dependencies, testing, rollout schedules, and other implementation activities across multiple workstreams.
  • Maintain project documentation, workflow documentation, dashboards, status reports, feedback logs, and change management materials.
  • Monitor performance, identify implementation issues, and recommend and support ongoing process improvements.
  • Support the launch of new permit types on the PermitSF Portal according to the project schedule.

Qualifications

Minimum Qualifications

  • Possession of a baccalaureate degree from an accredited college or university.
  • Three(3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

  • Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Desirable Qualifications

During the selection process the following desirable qualifications may be used to identify applicants selected to become a job finalist.

  • Experience in government operations, permitting systems, business process improvement or enterprise technology implementation.
  • Experience with business process analysis, stakeholder engagement, and change management.
  • Experience gathering and translating business requirements into technology solutions or system configurations.
  • Familiarity with OpenGov or similar permitting, workflow, or enterprise technology platforms.
  • Ability to translate technical concepts into clear and accessible information for diverse audiences.
  • Experience working in agile or iterative project delivery.
  • Strong project coordination, communication, and organizational skills.
  • Experience working on complex, cross-functional projects involving multiple departments, stakeholders, or workstreams.
  • Commitment to equity and customer service.
