About the Role

Delta Capita is seeking an experienced, proactive and hands-on HR Business Partner and People Operations professional to support our growing Asia-Pacific business.

Based in Kuala Lumpur, the role will act as the primary in-region People contact for employees and managers across Malaysia, Singapore, the Philippines and other APAC locations. The successful candidate will provide operational and advisory HR support, partnering with regional leadership and the global People team to deliver an effective and consistent employee experience.

This is a broad role combining HR business partnering, People Operations, employee engagement, local statutory administration and office management responsibilities. The successful candidate will be comfortable managing day-to-day HR activities while also supporting organisational change, business growth and regional people initiatives.

The role requires someone who is proactive, highly organised and comfortable operating independently in a fast-paced, multi-country environment.

Key Responsibilities

HR Business Partnering

  • Act as the primary HR contact for managers and employees across Malaysia, Singapore, the Philippines and other relevant APAC locations.
  • Provide practical advice on HR policies, employment matters and local best practice.
  • Support managers across the full employee lifecycle, including onboarding, performance management, promotions, employee development, transfers and offboarding.
  • Manage employee relations matters, including performance concerns, disciplinary processes, grievances and conflict resolution.
  • Partner with business leaders on workforce planning, organisational change and people-related initiatives.
  • Support regional business transformation and change programmes, including future initiatives such as Project Sapphire.
  • Support annual People processes, including performance reviews, compensation reviews, promotion cycles and talent planning.
  • Work closely with Talent Acquisition and Learning & Development teams to support recruitment, onboarding and employee development.

People Operations and Administration

  • Coordinate employee onboarding and ensure new joiners receive an effective and consistent introduction to the business.
  • Manage payroll-related employee updates and work closely with internal payroll teams and external providers.
  • Support benefits administration, annual insurance negotiations and employee benefit queries.
  • Maintain accurate employee data, HR records and HR systems.
  • Oversee employment pass, visa and work permit processes where required.
  • Coordinate mandatory compliance training, onboarding training and local learning initiatives.
  • Produce HR metrics, management information and workforce reports.
  • Ensure appropriate handling of employee information in line with data privacy and confidentiality requirements.

Local Statutory and Government Administration

  • Coordinate relevant Malaysian government, employment and statutory portal requirements.
  • Ensure an appropriate locally authorised representative is maintained where required by law or government process.
  • Manage or support local registrations, employment-related submissions and statutory administration.
  • Monitor changes to local employment legislation and regulatory requirements.
  • Coordinate with internal stakeholders and external advisers to ensure ongoing compliance.
  • Maintain appropriate documentation and audit trails for statutory and regulatory activities.

Regional Employee Experience

  • Develop and deliver employee engagement, wellbeing and retention initiatives across APAC.
  • Build strong relationships with employees and managers across all supported locations.
  • Coordinate regional events, team activities and year-end celebrations.
  • Support a positive and inclusive workplace culture across geographically dispersed teams.
  • Act as a visible and approachable People representative within the region.
  • Support the Philippines team and other APAC employees during periods of organisational or leadership transition.

Office and Site Operations

  • Support the effective day-to-day operation of APAC offices, with primary responsibility for Kuala Lumpur.
  • Coordinate office access and workplace setup for new employees.
  • Manage relationships with local facilities, IT, network, maintenance and other service providers.
  • Coordinate the procurement and administration of laptops, office equipment, stationery and pantry supplies.
  • Support local purchasing and payment administration in partnership with Finance and Procurement.
  • Coordinate local health and safety requirements, including Fire Marshal training and other legally required workplace training.
  • Liaise with cleaning, maintenance and other office service providers.
  • Ensure office-related activities are delivered without affecting the wider capacity of operational teams.

Governance and Compliance

  • Ensure HR activities comply with applicable employment legislation across supported APAC locations.
  • Support internal audits and regulatory reviews where required.
  • Maintain and improve regional HR policies, procedures and documentation.
  • Ensure global People processes are implemented consistently while accommodating local market and legislative requirements.
  • Identify operational and compliance risks and escalate them appropriately.
  • Maintain clear handovers, process documentation and business continuity arrangements for key regional People activities.

Skills and Experience

Essential

  • Bachelor’s degree in Human Resources, Business Administration or a related discipline.
  • At least five years’ HR Generalist, HR Business Partner or People Operations experience.
  • Strong hands-on HR operational experience, including onboarding, payroll inputs, benefits and employee relations.
  • Experience supporting employees and managers across multiple APAC countries.
  • Good knowledge of employment legislation and HR practices within Malaysia and relevant APAC markets.
  • Experience managing sensitive employee relations matters.
  • Ability to manage local statutory, government and employment-related administrative requirements.
  • Experience coordinating office operations, vendors or employee workplace services.
  • Strong stakeholder management and communication skills.
  • Ability to operate independently and manage multiple competing priorities.
  • Experience working with HR systems and payroll providers.
  • Strong attention to detail and commitment to maintaining accurate employee information.
  • Excellent written and spoken English.
  • Existing right to work in Malaysia.

Desirable

  • Experience within professional services, consulting, financial services or technology.
  • Experience supporting organisational change, transformation or integration programmes.
  • Experience working in a regulated business environment.
  • Knowledge of Singaporean and Philippine employment practices.
  • HR certification such as CIPD, SHRM, IHRP or an equivalent regional qualification.
  • Experience supporting geographically dispersed or offshore teams.
