The posting

We are seeking an experienced Mechanical Manager / Mechanical Technical Authority to represent the Owner across Pre-FEED, FEED, and EPC phases of a major oil and gas project in Oman. The role will be responsible for the technical integrity of static equipment, rotating equipment, mechanical packages, storage tanks, and marine loading systems, ensuring safe, reliable, and maintainable operations throughout a 40-year design life in a coastal and high-corrosion environment.

The successful candidate will provide mechanical engineering leadership, establish design philosophies and specifications, oversee contractor and vendor deliverables, and ensure compliance with applicable international codes, project requirements, and industry standards.

JOB RESPONSIBILITIES:

  • Establish the mechanical design basis, equipment philosophy, sparing strategy, materials requirements, and maintenance philosophy for the project.
  • Review and validate the sizing and selection of major equipment, including reactors, heaters, compressors, pumps, storage tanks, heat exchangers, and marine loading arms.
  • Develop and review equipment lists, preliminary equipment weights, technical requirements, and long-lead equipment inputs to support cost estimation, plot plans, and project planning.
  • Review and approve mechanical equipment datasheets, specifications, technical requisitions, and engineering deliverables for static equipment, rotating equipment, and packaged systems.
  • Lead the technical review of storage tanks in accordance with API 650/API 620, pressure vessels in accordance with ASME Section VIII, heat exchangers in accordance with TEMA, and rotating equipment in accordance with applicable API standards, including API 610, API 617, and API 618.
  • Ensure appropriate mechanical design and equipment selection for hydroprocessing facilities, high-pressure hydrogen service, tank farms, and marine fuel oil handling systems.
  • Coordinate with materials and corrosion engineers on material selection, corrosion protection, cathodic protection, and equipment suitability for coastal and marine environments.
  • Provide mechanical engineering inputs to Reliability, Availability and Maintainability (RAM) assessments, equipment criticality, maintenance strategies, and lifecycle cost evaluations.
  • Prepare mechanical engineering scopes and technical documentation for EPC Invitation to Bid (ITB) packages, and lead technical bid evaluations of contractors, equipment suppliers, and package vendors.
  • Review and approve EPC contractor and vendor drawings, calculations, specifications, technical queries, deviations, and Management of Change (MOC) proposals.
  • Participate in technical reviews, design reviews, HAZOP and constructability reviews, ensuring mechanical equipment requirements are adequately addressed.
  • Witness and oversee Factory Acceptance Tests (FATs), inspections, and vendor quality activities for critical equipment, including reactors, compressors, pumps, and marine loading systems.
  • Monitor equipment manufacturing, inspection, delivery, and installation to ensure compliance with approved specifications, project schedules, and quality requirements.
  • Oversee mechanical installation, equipment alignment, preservation, pre-commissioning, mechanical completion, and punch-list closeout.
  • Provide mechanical engineering support during commissioning, start-up, performance testing, and final handover to operations.
  • Ensure compliance with applicable API, ASME, TEMA, Shell DEP or equivalent standards, project specifications, and relevant health, safety, and environmental requirements.
  • Provide technical leadership to EPC contractors, consultants, and vendors, resolving complex engineering issues and protecting the Owner's technical and operational interests.

KEY QUALIFICATIONS:

  • Bachelor's degree in Mechanical Engineering; a Master's degree is preferred.
  • Minimum 15 years of relevant mechanical engineering experience in oil and gas, refining, petrochemical, or related process industries, including at least 8 years in senior, lead, or technical authority roles.
  • Demonstrated experience across the complete Pre-FEED, FEED, and EPC project lifecycle, preferably representing an Owner, PMC, or engineering consultant.
  • Strong technical expertise in both static and rotating equipment for hydroprocessing units, including reactors, pressure vessels, heat exchangers, pumps, compressors, and associated mechanical packages.
  • Experience with petroleum storage terminals, tank farms, marine fuel handling facilities, loading arms, and associated terminal infrastructure.
  • Strong working knowledge of API 650, API 620, API 610, API 617, API 618, ASME Section VIII, TEMA, and Shell DEP or equivalent engineering standards.
  • Practical experience in equipment specification, technical bid evaluation, vendor document review, inspections, FATs, installation, commissioning, and start-up support.
  • Knowledge of high-pressure hydrogen service, corrosion management, materials selection, equipment reliability, and maintenance requirements is highly desirable.
  • Previous experience in GCC or Oman projects is preferred.
  • Exposure to lender-financed projects and applicable international project assurance requirements is an advantage.
  • Chartered Engineer (CEng), Professional Engineer (PE), or equivalent professional registration is preferred.
  • Demonstrated ability to exercise technical authority, manage contractor and vendor interfaces, resolve complex engineering issues, and communicate effectively in English.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
