Role Purpose

We are a dynamic, innovative and fast-growing company based in Hong Kong with businesses across APAC, Europe and China region. We are currently seeking an experienced Policy and Public Affairs professional for the position of Policy and Public Affairs Regional Lead – China & Hong Kong of our Group to work alongside our dynamic team.

The Regional Lead – China & Hong Kong leads public affairs and regulatory engagement for the Company in Hong Kong and Mainland China, with a focus on advancing sustainable aviation fuel (SAF) and renewable fuel policies, building government and industry partnerships, and positioning Hong Kong and the Greater Bay Area (GBA) as an international SAF and renewable fuel hub.

Key Responsibilities

  • Strategic roadmap development, advocacy and coalition building: Develop and execute a multi-year regional public affairs and policy advocacy roadmap, including advocacy for a clear pathway to a SAF and renewable fuel blending mandate. Develop evidence-based policy positions and mobilise airlines, fuel suppliers, airports, banks, logistics and transport companies and industry associations around practical SAF and renewable solutions.
  • Stakeholder engagement: Build trusted relationships with relevant stakeholders, particularly within the energy and transportation sectors, including government authorities, regulatory bodies, policymakers, and other public-sector stakeholders.
  • Regulatory monitoring and business advice: Monitor emerging Hong Kong and China policy and regulatory developments relevant to SAF, renewable fuels and related value chains, assess their business implications, and provide clear, timely advice to senior management and relevant functions.
  • External representation: Represent the Company in relevant industry associations, policy forums, consultations and stakeholder meetings, ensuring consistent and credible external positioning.
  • New market access: Collaborate with cross-functional teams across the Company to support entry into new markets by identifying policy and regulatory pathways, engaging relevant stakeholders, and helping address market access barriers.

Candidate Profile

  • Relevant degree in public policy, political science, law, economics, international relations, sustainability, business or a related discipline; an advanced degree is an advantage.
  • Around 15+ years of relevant experience in government affairs, public policy, regulatory affairs or corporate affairs, preferably in energy, aviation, transport, commodities, infrastructure or another regulated sector.
  • Demonstrated experience influencing complex legislative or regulatory processes and translating business priorities into credible policy positions.
  • Established understanding of Hong Kong and Mainland China policymaking institutions and stakeholder dynamics; existing senior-level networks are highly desirable.
  • Sound knowledge of SAF and renewable fuel policies is preferred.
  • Proven coalition-building, negotiation and stakeholder-management capability across government, industry and civil society.
  • Excellent written and verbal communication skills, with the ability to prepare executive briefs, white papers, position papers, and represent the Company credibly with senior external stakeholders.
  • Fluency in English and Chinese is required; proficiency in both Mandarin and Cantonese is strongly preferred.
  • High integrity and sound judgement, with the ability to operate effectively in a complex, multicultural and highly regulated environment.
  • Experience working within a cross-continental corporate environment is an advantage.
  • Willingness to travel regularly within Hong Kong, Mainland China and with occasional international travel as required.
