The posting

Everforth ECS is seeking an Atlassian Developer to join our team in Arlington, VA (Hybrid).

ECS is seeking talented professionals to join our growing team supporting the Cybersecurity and Infrastructure Security Agency's (CISA) Technical Engineering and Support Services (TESS) program. TESS is CISA's integrated, capability-driven mission ecosystem designed to scale across mission and delivery spaces within the DHS/CISA/Cybersecurity Division. This is a hybrid position.

The Atlassian Developer/Administrator will support a federal customer's Mission Enablement program. The program requires an integrated, enterprise-level intake and management capability that streamlines how requests enter the organization and enhances visibility across the full lifecycle — from intake through execution.

This role centers around the client's current Atlassian instance, while directly supporting the organization's migration from on-premises Atlassian Data Center to Atlassian Government Cloud. Solutions must be built on human-centered design practices, ensuring workflows, interfaces, and service models reflect real stakeholder needs — including centralized intake, integrated budget management, executive dashboards, service catalog enablement, exploratory research tracking, and governance/traceability tools.

Specific responsibilities include but are not limited to:

  • Administer and develop the Atlassian tool suite (Jira, Confluence, and JSM) for the program.
  • Serve as primary liaison and SME with technical teams during the migration from Atlassian Data Center to Atlassian Government Cloud, including data validation and app/plugin compatibility checks.
  • Engage with users and stakeholders to understand complex requirements and implement advanced project setups and workflows.
  • Build the centralized intake portal, including intelligent routing to proprietary workflows as well as integration with.
  • Create real-time executive dashboards and advanced filters showing request status, risk, and workflow performance.
  • Participate in the building and maintenance of a service catalog in Atlassian and/or ServiceNow SPM, standardizing service definitions, SLAs, and request types.
  • Troubleshoot issues such as permissions, security restrictions, notifications, and workflow errors.
  • Install, manage, and administer Atlassian add-ons, security schemes, extensions, and configurations.
  • Identify opportunities for process automation and implement solutions to improve efficiency and governance.
  • Document configurations and deliver user training to drive adoption.

Salary Range: $115,000 - $130,000

General Description of Benefits

  • US Citizen with the ability to obtain a Public Trust clearance.
  • Bachelor's degree in a related field, OR equivalent experience (typically 3–5 years)
  • 3+ years of hands-on experience with Jira and Confluence engineering, management, and administration (certification preferred but not required)
  • Experience administering the Atlassian suite, particularly Jira and Confluence, at an organizational level.
  • Hands-on experience with Atlassian Data Center to Cloud (ideally Gov Cloud) migrations, including planning, data validation, and cutover support.
  • Working knowledge of Agile methodologies (Scrum, Kanban) and how they're implemented in Jira.
  • Experience developing dashboards and advanced JQL filters for leadership visibility and operational metrics.
  • Familiarity with Atlassian Marketplace plugins (e.g., Advanced Roadmaps, Structure, ScriptRunner, Insight)
  • Understanding of secure configuration practices and performance optimization for Atlassian tools
  • Experience supporting federal consulting or government contracting environments.
  • Strong communication skills with both technical and non-technical stakeholders
  • Strong analytical and problem-solving skills; comfortable in a dynamic, collaborative team environment

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
