Job Description

Infrastructure shapes how communities grow, connect, compete, and thrive.

Together with our clients, we are thinking and doing things differently to anticipate what is next across state and local government infrastructure. Be part of a dynamic team helping public agencies deliver resilient, connected, and high-performing communities.

You will draw on GHD's global network, multidisciplinary capabilities, and decades of experience across water, transportation, ports, environmental services, energy, and advisory to create lasting community outcomes.

If you are a high-achieving market leader with a strong record of building public-sector relationships, shaping growth strategies, and advancing complex infrastructure opportunities, this role offers the chance to lead business development, market positioning, portfolio growth, and collaboration across GHD.

Who are we looking for?

GHD is seeking a Houston Infrastructure Portfolio Leader to lead the development and execution of our state and local government infrastructure growth strategy for the US Central Region, initially anchored in the Houston metropolitan area. This senior, externally focused role will connect client relationships, market intelligence, business development, and portfolio leadership across municipal and public infrastructure markets.

Working in close partnership with the Clients & Markets Lead, business group leaders, account leaders, capture leaders, and delivery leaders, this role will establish where GHD should focus, which clients and opportunities warrant priority attention, what capabilities and investments are required, and how the region converts market opportunity into qualified pipeline, backlog, revenue, and sustainable delivery capacity.

Our Hybrid Work Model:

Be part of the dynamic culture! Our workplace thrives on a hybrid model, combining in-office collaboration and flexibility. Join us in the office three days a week to contribute, connect and excel in our vibrant environment.

Working with an energetic and high performing team, this position offers a variety of work and will see you involved in:

  • Own and execute the US Central state and local government infrastructure growth strategy, with an initial focus on the Houston metropolitan market. Establish clear choices about where to play across public infrastructure, which clients and markets receive focused attention, and which activities or investments should be accelerated, maintained, redirected, or stopped.
  • Maintain an evidence-based portfolio of scale, build, and incubate accounts, supported by named opportunities, responsible account leaders, executive sponsors, delivery leaders, capture leaders, measurable targets, and next engagement actions.
  • Serve selectively as a senior external representative with municipal, county, regional, state, port, transportation, water, and other public infrastructure owners, boards, authorities, and influential stakeholders, while strengthening institutional relationships that do not depend on one individual.
  • Coordinate market intelligence, client engagement, civic activity, conferences, sponsorships, and thought leadership around defined account and infrastructure portfolio outcomes.
  • Maintain a disciplined opportunity funnel aligned with public-sector sales cycles and ensure material pursuits have sound qualification, capture strategy, partner strategy, commercial logic, and delivery pathways.
  • Use existing relationships and capabilities as an access accelerator across water, transportation, rail, transit, aviation, ports, environmental services, energy, resilience, and multidisciplinary infrastructure programs.
  • Translate future infrastructure demand into capability and workforce requirements, identifying shortages in project managers, program leaders, technical specialists, and delivery capacity before they constrain growth.
  • Develop investment cases for strategic hires, market activation, sponsorships, partners, and capability development, with material investments tied to named clients, pursuits, backlog triggers, capability gaps, or defined outcomes.
  • Develop investment cases for strategic hires, market activation, sponsorships, partners, and capability development, with material investments tied to named clients, pursuits, backlog triggers, capability gaps, or defined outcomes.

Own and maintain the Houston infrastructure market strategy, including explicit client, sector, capability, and investment priorities.

Lead an integrated portfolio of priority state and local government clients, including the City of Houston, Port Houston, Harris County and related agencies, regional water authorities, TxDOT, Houston METRO, selected utilities, and other public authorities.

  • Develop coordinated executive, agency, civic, and community stakeholder strategies for priority accounts and major programs.
  • Create and maintain stakeholder maps covering decision makers, influencers, technical owners, procurement pathways, funding dynamics, and inter-agency dependencies.
  • Build multi-threaded institutional relationships so clients and stakeholders know GHD as an enterprise, not only through individual practitioners.
  • Package GHD's water, transportation, ports, environmental, energy, advisory, and program management capabilities around client priorities and public outcomes.
  • Advance material opportunities through qualification, capture, proposal, and award, with clear win themes, partner strategies, decision gates, and accountable pursuit teams.
  • Translate the market outlook into capability plans, hiring triggers, partner decisions, and delivery-capacity requirements.
  • Maintain a consolidated view of pipeline, backlog, account advancement, stakeholder activity, delivery risk, and market investment returns.
  • Provide concise recommendations to regional leadership on where to accelerate, hold, redirect, or stop market investments.
  • Maintain a consolidated view of pipeline, backlog, account advancement, stakeholder activity, delivery risk and market investment returns.
  • Market development and stakeholder leadership

Coordinate market-level business development and external engagement priorities with account plans, technical leaders, corporate communications, and major pursuits.

  • Prepare executives and technical leaders for client and stakeholder meetings, define engagement objectives, record commitments, and maintain follow-through.
  • Develop evidence-based issue briefs and consistent narratives relating to infrastructure investment, resilience, mobility, water, economic development, capital delivery, and public priorities.
  • Prioritize civic, industry, association, and sponsorship activity according to defined client, account, and market objectives.
  • Monitor funding, procurement, policy developments, political sensitivity, community concerns, permitting, and delivery risks, and escalate material issues appropriately.

Education

  • Bachelor's degree in engineering, business, public administration, planning, public policy, economics, or a related field. A master's degree or relevant professional credential is an asset.

Experience

  • Typically 12 or more years of progressively responsible experience in business development, market strategy, public infrastructure, government, economic development, public-private partnerships, program leadership, or a related field.
  • Demonstrated experience leading teams, programs, organizations, or cross-functional initiatives and organizing resources to achieve defined outcomes.
  • Strong record of developing trusted relationships with public-sector executives, elected officials, agency leaders, industry partners, and community stakeholders.
  • Demonstrated business development and strategic partnership skills, including the ability to identify opportunities, shape client strategies, support capture efforts, and connect client needs with multidisciplinary delivery teams.
  • Outstanding oral and written communication, judgment, negotiation, and collaboration skills, with the ability to operate effectively across technical, commercial, government, and community settings.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
