Het plan biedt kansen voor woningbouw, maar roept vragen op over verkeer, geluid en de omliggende bedrijven. Je onderzoekt of een buitenplanse omgevingsplanactiviteit, ook wel BOPA genoemd, juridisch mogelijk is. Daarbij beoordeel je de onderbouwing van het initiatief en breng je ontbrekende onderzoeken in beeld. Je wilt weten welke belangen zwaar wegen en welke voorwaarden nodig zijn voor een verantwoord besluit. Via koen werk je als casemanager omgevingsvergunningen op detacheringsbasis bij verschillende gemeenten. Je behandelt complexe vergunningaanvragen waarbij ruimtelijke regels, juridische eisen en maatschappelijke belangen samenkomen. De ene opdracht draait om woningbouw, terwijl een volgende gemeente jouw kennis nodig heeft bij bedrijfsuitbreidingen. Bij iedere aanvraag bepaal je welke toetsing nodig is en welke specialisten moeten adviseren. Je beoordeelt onderzoeken, bespreekt juridische risico's en bewaakt de samenhang tussen de verschillende adviezen. Wanneer belangen botsen, zorg je dat de afweging helder wordt vastgelegd en juridisch goed is onderbouwd. Een zorgvuldig besluit vraagt meer dan het toepassen van regels op een bouwplan. Je onderzoekt wat juridisch kan, wat ruimtelijk verantwoord is en welke gevolgen een keuze heeft. Daarmee help je gemeenten ontwikkelingen mogelijk te maken zonder de belangen van hun omgeving uit het oog te verliezen.
