Handhavingsjurist omgevingswet BEL Combinatie - max €105 per uur - Utrecht - 36 uur per week - 29 september 2026 - 29 maart 2027 De opdrachtomschrijving detachering Organisatie De BEL Combinatie is een uniek samenwerkingsverband tussen de gemeenten Blaricum, Eemnes en Laren. In deze constructie zijn de drie gemeenten zelfstandig en maken ze alle drie gebruik van één grote, professionele en flexibele ambtelijke organisatie, de BEL Combinatie. Wij werken vanuit de volgende vier kerncompetenties: Professionaliteit, Openheid, Samenwerken en Publiek Ondernemerschap. Opdracht Vanwege de benodigde uitvoering van handhavingstaken binnen het fysieke domein is tijdelijk extra juridische capaciteit nodig. De inzet is gericht op het behandelen van reguliere en complexe handhavingszaken binnen het kader van de Omgevingswet en op het realiseren van concrete handhavingsresultaten ten aanzien van illegale bouwwerken in het voorerf. Werkzaamheden De Handhavingsjurist Omgevingswet is verantwoordelijk voor de juridische behandeling en begeleiding van handhavingstrajecten. De werkzaamheden bestaan onder andere uit: - Behandelen van handhavingsverzoeken en handhavingszaken; - Beoordelen van overtredingen en legalisatiemogelijkheden; - Opstellen van handhavingsbrieven, vooraankondigingen en besluiten, waaronder lasten onder dwangsom en bestuursdwang; - Behandelen van zienswijzen, klachten en Woo-verzoeken; - Adviseren van toezichthouders, vergunningverleners, casemanagers en bestuur; - Afstemmen met interne en externe betrokkenen, waaronder inwoners en ondernemers; - Opstellen van rapportages en leveren van juridische input aan beleidsadviseurs; - Uitvoeren van handhavingstrajecten gericht op illegale bouwwerken in het voorerf, waaronder het zorgvuldig opstellen van aanschrijvingen en het opvolgen van daaruit voortvloeiende handhavingsmaatregelen.
