Projectleider Businesscase Sociale Teams 'minder beschikken ' Vakgebied Project- en Programmamanagement Als projectleider neem je de regie op een onderzoek binnen het sociaal domein naar de vraag of bepaalde vormen van ondersteuning dichter bij de toegang (sociaal team) georganiseerd kunnen worden. Je werkt toe naar een bestuurlijk gedragen businesscase en levert inzicht in welke ondersteuning binnen het sociaal team kan worden geleverd, welke randvoorwaarden nodig zijn en welke effecten dit heeft op kwaliteit, kosten, inwoners en samenwerking met aanbieders. De businesscase bevat ten minste: - Onderzoek naar mogelijkheden binnen het sociaal team - Analyse van ondersteuning die momenteel wordt beschikt en wat mogelijk binnen het sociaal team kan worden uitgevoerd. - Onderbouwing van kansen, risico's en randvoorwaarden. - Inzicht in effecten voor inwoners, professionals en ketenpartners. - Omvang van de opgave - Kwantitatieve analyse van de huidige inzet van voorzieningen en ondersteuning. - Inschatting van de omvang van de ondersteuning die potentieel binnen het sociaal team kan worden georganiseerd. - Financiële effecten en scenario's. - - Kennis van het sociaal domein, uitvoeringstaken en wettelijke en lokale demografische ontwikkelingen. - Analyse van aanwezige en ontbrekende competenties binnen de huidige organisatie. - Advies over functie-inhoud en deskundigheidsontwikkeling. - - Berekening van benodigde capaciteit (fte) en expertise. - Scenario's voor opbouw, inzet en financiering van deze capaciteit. - Inzicht in structurele en incidentele kosten. - Governance en kwaliteitsborging - Uitwerking van een governance-model dat onafhankelijke en objectieve besluitvorming waarborgt. - Advies over scheiding van rollen tussen indiceren, uitvoeren, monitoren en evalueren. - Voorstel om ongewenste belangenverstrengeling te voorkomen en voorstellen voor kwaliteitscontrole, verantwoording en monitoring.
