All About Work Projectleider Evaluatie Financiering Almelo Over de functie ml T231524 Je gaat aan de slag als onafhankelijke externe projectleider/begeleider voor de evaluatie van de huidige inrichting en werking van de financiering. De opdracht is gericht op het ondersteunen van bestuurlijke besluitvorming over eventuele doorontwikkeling van de financiering. Het betreft geen volledige herijking, maar een evaluatie van de huidige financiering. Je werkt in nauwe afstemming met OD Twente en haar deelnemers. Je levert een helder evaluatierapport met bevindingen, conclusies en aanbevelingen, inzichtelijke scenario's/keuzemogelijkheden voor doorontwikkeling inclusief financiële en bestuurlijke consequenties, een bestuurlijk uitlegbare onderbouwing van aanbevelingen en input die bruikbaar is voor begroting, uitvoeringsprogramma's en relevante verordeningen. Wat ga je doen - Je voert de evaluatie uit in nauwe afstemming met OD Twente en haar deelnemers. - Je richt de evaluatie in elk geval op transparantie, uitlegbaarheid, voorspelbaarheid en wendbaarheid van de financiering. - Je beoordeelt de kostenverdeling tussen standaardtaken, facultatieve taken en projecten. - Je onderzoekt de toerekening van relevante kosten, prikkels en sturingsmogelijkheden. - Je analyseert de verhouding tussen vaste en variabele onderdelen. - Je beoordeelt de afrekeningssystematiek. - Je toetst de aansluiting op actuele ontwikkelingen, waaronder Omgevingswet, LHSO, regionale opgaven en Toekomstvisie OD Twente 2030+. - Je vergelijkt de financiering met andere omgevingsdiensten. - Je levert een helder evaluatierapport met bevindingen, conclusies en aanbevelingen. - Je levert inzichtelijke scenario's/keuzemogelijkheden voor doorontwikkeling inclusief financiële en bestuurlijke consequenties. - Je levert een bestuurlijk uitlegbare onderbouwing van aanbevelingen. - Je levert input die bruikbaar is voor begroting, uitvoeringsprogramma's en relevante verordeningen. ...
