Opdrachtomschrijving De afdeling Mens en Organisatie van het Waterschap Amstel, Gooi en Vecht heeft na de splitsing met Stichting Waternet diverse aanbestedingen die dienen worden opgezet, uitgezet, gegund en geïmplementeerd, o.a. op gebied van uitzenden, mobiliteit, arbodiensten en externe inzet. Vanwege drukte wordt gezocht naar een hands-on projectleider om de afdeling te ondersteunen en te ontlasten. Als Projectleider aanbestedingen ben jij de trekker van diverse grote vraagstukken. Jij draagt er zorg voor dat vanuit verschillende afdelingen de juiste inhoudelijke expertise komt om, samen met de collega's van afdeling Inkoop, een scherpe aanbesteding op te zetten en uit te schrijven, de selectie te coördineren en organiseren om uiteindelijk tot gunning te komen. Ook de implementatie van de aanbestedingen hoort daarbij. Daarnaast neem je het voortouw in het in beeld brengen van eventuele implicaties voor de organisatie en eventuele vervolgtrajecten binnen het Waterschap. Je weet op een goede manier onze kernwaarden en zienswijze te borgen en mee te nemen in de contracten en uitvragen. Je coördineert alle benodigde stappen, bent penvoerder van de aanbesteding, bewaakt de voortgang en ziet toe op zorgvuldigheid. Je draagt zorg voor een zorgvuldige beheersing van de risico's in de implementatie. Daarnaast is het belangrijk dat je kennis hebt van de (nieuwe) regelgeving rondom zzp'ers en detachering, zodat je actief mee kunt denken op de inhoud om tot een toekomstbestendig contract te komen. ...
