1.海外财务体系搭建与核算：依据中国会计准则、国际准则及当地法规，建立矿山项目财务核算体系；负责全盘账务处理，编制单体与合并报表，保障财务数据真实合规。 2.资金与外汇风险管理：统筹矿山项目资金计划、融资与结算，保障资金安全；管控跨境资金流动，开展外汇风险对冲，降低汇率损失，提升资金效益。 3.税务合规与筹划：深入研究非洲、中亚各国税法，完成税务登记、申报与缴纳；开展合规税务筹划，优化税务架构，降低综合税负，应对税务稽查。 4.成本预算与经营分析：组织编制矿山项目年度预算与滚动预测，监控成本费用；开展经营分析，输出财务分析报告，为矿山运营决策提供数据支撑。 5.内控与风险管理：建立健全海外财务内控制度，覆盖采购、付款、资产、费用等环节；定期开展内控检查，识别并防范财务风险、合规风险。 6.财务团队管理与建设：组建并管理中方与本地财务团队，制定工作计划与绩效考核；开展专业培训，提升团队业务能力，保障财务工作高效运转。 7.内外部沟通协调：对接总部财务、审计、业务部门，落实管理要求；维护与当地银行、税务、审计机构的良好关系，保障财务工作顺畅推进。

1.学历与专业：本科及以上学历，会计学、财务管理、金融学等相关专业；中级会计师及以上职称，持有 CPA、ACCA、税务师等证书优先。 2.工作经验：8 年以上财务管理工作经验，5 年以上非洲 / 中亚矿山或能源行业海外财务经理经验，熟悉海外矿山项目财务运作模式。 3.语言能力：俄语可作为工作语言（听说读写流利），能独立与当地政府、银行、税务部门沟通，审阅俄文合同与财务文件；英语可作为辅助工作语言。 4.专业能力：精通中国会计准则、国际准则及非洲、中亚各国财税政策；熟悉跨境结算、外汇管理、税务筹划及成本管控；熟练使用 SAP、Oracle 等国际财务软件。 5.综合素质：认同永卓控股价值观，适应长期驻外（非洲 / 中亚），具备战略思维、抗压性强、责任心强、跨文化沟通能力突出，能独立解决复杂财务问题。 6.优先条件：有钢铁、矿山、能源行业海外财务经验；参与过海外矿山项目投资、并购或建设；具备大型中资企业海外项目经验。
