1.负责医院采购管理体系的建立与优化，制定采购管理制度、年度采购计划及预算，统筹全院医疗设备、医用耗材、药品及行政后勤物资的采购工作。 2.主导招标采购全流程（立项、招标文件编制、招标组织、商务谈判、合同签订及备案），建立市场价格调研机制，通过集中采购、带量议价等方式有效控制采购成本。 3.严格执行政府采购法规及医疗行业监管要求，确保采购活动合法合规；对采购全过程实施监督，防范廉政风险，保障关键设备及临床急需物资的供应安全。 4.负责与临床科室、财务部等部门的沟通协调，及时响应科室需求；管理并发展采购团队，制定培训计划与绩效考核标准，持续提升部门专业水平。

1.本科及以上学历，供应链管理、药学、生物医学工程、临床医学、卫生管理等相关专业优先；5年以上医院采购工作经验，3年以上采购管理岗位经验。 2.熟悉医疗设备、医用耗材、药品等市场渠道及相关法律法规与政府采购政策，具备现代医疗供应链管理的系统理念。 3.具备较强的谈判能力、成本分析能力与数据敏感度，能独立完成商务谈判与价格分析；熟练操作ERP、WMS等采购管理系统。 4.具备优秀的沟通协调能力与跨部门协作能力，能够与临床专家有效对话；具备较强的计划统筹能力与逻辑思维能力。 5.廉洁正直、原则性强，具备良好的职业道德与责任心，能承受较强工作压力，具有较强的公文写作能力。
