Who We Are The Fund for Public Health in New York City (FPHNYC) is a 501(c)3 non-profit organization that is dedicated to the advancement of the health and well-being of all New Yorkers. To this end, in partnership with the New York City Department of Health and Mental Hygiene (DOHMH), FPHNYC incubates innovative public health initiatives implemented by DOHMH to advance community health throughout the city. It facilitates partnerships, often new and unconventional, between government and the private sector to develop, test, and launch new initiatives. These collaborations speed the execution of demonstration projects, affect expansion of successful pilot programs, and support rapid implementation to meet the public health needs of individuals, families, and communities across New York City.
Our Culture We embrace a culture of learning, collaboration, innovation, and well-being, where open communication drives our impact.
About The Role Reporting to the Deputy Director of Provider Partnerships, the Gender Affirming Care Access Resource Manager will build relationships with public and private agencies that provide services and support to those seeking gender affirming care, including both clinical and non-clinical services, such as legal advocacy, identity documentation changes, and community supports. The Resource Manager is part of the team primarily responsible for citywide efforts to promote and protect access to gender affirming care.
About the Program Gender affirming care (GAC) is recognized by major U.S. medical associations as medically necessary for many transgender and gender-diverse people. In addition, many transgender and gender non-conforming/non-binary (TGNCNB) individuals also need legal or practical assistance in updating their identification documents, combatting jobs or housing discrimination, or even accessing education or bathrooms. Research shows GAC is associated with reduced depression and suicidal ideation, and better long-term mental health outcomes. Denial of care or legal recognition of one’s identity increases risk of mental health crisis and unsafe self-treatment. Yet access has become increasingly difficult due to state-level restrictions, insurance barriers, and shifting federal guidance.
New York City has been an innovator and leader in sexual and reproductive health. The New York City Department of Health and Mental Hygiene has long followed the tenets of the Sexual and Reproductive Justice Framework which states that all people should have the power and resources to make healthy decisions about their bodies, including sexuality and reproduction.
As part of these efforts, the Health Department will establish a confidential and dedicated call and text line to link people to available services in NYC. We will bring together a community of gender affirming care stakeholders, advocates, and leaders to support and inform the New York City GAC referral line, develop a screening tool, and identify appropriate referrals for care and support services. We will coordinate closely with community and non-profit partners involved in this space to ensure that New Yorkers have multiple paths by which they can get information about GAC services.
Responsibilities The GAC Access Resource Manager will:
Under the supervision of the Deputy Director of Provider Partnerships, identify and coordinate with prospective clinical and non-clinical partners to introduce the services of the GAC referral line, assess interest and capacity in being part of the GAC referral network, and understand and document their clinical and navigation processes.
Create and maintain an up-to-date list of resources.
Work with GAC partners to identify gaps in needed community resources.
Meet with partners every 2-3 months to coordinate and communicate about their clinical and navigation protocols and share any feedback from GAC navigators.
Coordinate virtual meetings for all partners to communicate any relevant local, state or federal updates and resources.
Complete in-person visits to new, current and prospective partners.
Participate in recurring internal and interagency meetings on GAC access initiatives and collaborate across bureaus and divisions to help coordinate citywide efforts to promote and protect access to gender affirming care.
Together with other NYC Health Department colleagues, promote the GAC referral line across New York City to key local organizations, community partners and educational institutions.
Assist with the distribution of marketing materials to current and prospective GAC referral line partners and other stakeholders to increase the GAC referral line’s visibility and promote destigmatizing conversations about gender affirming care.
Assist with the preparation of presentations and other written materials for internal and external audiences.
Other duties as assigned to support the overall goals and mission of the department/organization.
