The posting

Position Purpose

The Vice President of Facility Management leads facility and maintenance strategy across HTG Management’s affordable housing portfolio. This role has executive responsibility for procurement and maintenance related contracts. The Vice President reviews pricing and service contracts across communities, negotiates contracts and master service agreements where practical, and establishes controls that reduce avoidable expense while preserving safety, quality, and timely service.

The Vice President works closely with the Director of Maintenance to set portfolio standards, develops leaders, protects physical assets, and ensures maintenance operations support resident service, compliance, safety standards and financial performance as the company grows.

The position requires strong knowledge of multifamily affordable housing industry, sound judgment, and some travel to Florida communities.

Essential Responsibilities

Leadership and Portfolio Strategy

• Lead and evaluate the Director of Maintenance; set priorities, performance expectations, succession plans, and development goals for the maintenance organization.

• Evaluate portfolio standards for preventive maintenance, work orders, vacant unit readiness, inspections, building systems, documentation, and resident service.

• Review regional and property results with the Director, identify underperforming communities and recurring failures, and require measurable corrective plans.

• Partner with Property Management, Asset Management, Construction, and Finance on asset needs, budgets, new community onboarding, and operational risks.

• Build a scalable maintenance operating model, including clear decision rights, training, reporting, vendor coverage, and systems use as the portfolio expands.

• Evaluate material risks, capital needs, cost trends, and performance to executive leadership with recommendations and follow up ownership.

Procurement and Contract Management

• Lead procurement strategy for maintenance materials, services, and recurring facility contracts across the portfolio.

• Maintain a current inventory of contracts, pricing schedules, renewal and termination dates, service levels, insurance requirements, and assigned contracts.

• Standardize scopes of work, bid comparisons, vendor qualification, approval workflows, and contract administration in coordination with company policy.

• Negotiate pricing, terms, and service expectations with local, regional, and national vendors within established authority and with appropriate legal and leadership review.

• Develop, implement, and negotiate master service agreements where portfolio volume and service needs support them; allow for local coverage and property specific requirements.

• Monitor contract compliance, including scope, response times, documentation, insurance, invoicing, and performance. Address exceptions and enforce agreed remedies when appropriate.

• Create a vendor scorecard and review performance with the Director of Maintenance and regional teams before renewals or new awards.

• Compare actual service and cost by property with occupancy, unit count, historical invoices, and alternative vendor options; recommend right-sized service and renegotiation where warranted.

• Review pricing for recurring maintenance work and common jobs across regions, including labor, materials, trip charges, emergency premiums, and markups.

• Establish comparable job cost categories and benchmark unit pricing to identify outliers, duplicate charges, and opportunities for consolidated purchasing.

• Negotiate revised rates or scopes, competitively bid services when appropriate, and verify that approved savings appear on invoices and in property budgets.

• Track realized savings, service outcomes, and exceptions so expense reductions remain durable through acquisitions and portfolio growth.

Asset Preservation and Capital Planning

• Partner with Asset Management and Property Management on annual maintenance budgets, capital plans, replacement priorities, and return on proposed investments.

• Review major repair and capital project scopes, bids, schedules, change orders, and outcomes within company approval limits.

• Monitor maintenance expense and capital spending against budgets; investigate variances and coordinate corrective action with accountable teams.

• Ensure the Director prepares communities for HUD NSPIRE, agency, investor, and lender inspections and closes findings promptly.

Construction Handoff and Growth

• Set maintenance acceptance standards for new construction and acquisitions, including unit walks, punch lists, operating manuals, warranties, as-built documents, and staff training.

• Partner with Construction and Property Management to resolve handoff deficiencies and recurring warranty issues.

• Assess vendor capacity, contracts, staffing, systems, and capital needs before new communities enter the operating portfolio.

• Use expected company growth to negotiate pricing and service structures that scale while maintaining local response capability.

Required Skills and Experience

• Minimum 10 years of significant leadership experience in multifamily facility or maintenance operations, including oversight of multisite leaders and a geographically dispersed portfolio.

• Demonstrated experience with procurement, competitive bidding, contract negotiation, vendor governance, and expense management.

• Ability to analyze property level costs and service data, establish pricing standards, and verify that negotiated savings are realized.

• Strong knowledge of building systems, preventive maintenance, capital planning, life safety, and emergency response.

• Ability to lead through growth, collaborate across departments, and communicate clearly with executive leadership.

• Proficiency with Microsoft Office and property management or maintenance systems; Yardi Voyager and Yardi Maintenance experience preferred.

• Bachelor’s degree in business, facilities management, construction management, engineering, or a related field preferred; equivalent relevant experience considered.

Licensing and Travel

• Valid Florida driver’s license, reliable transportation, and an insurable driving record required.

• Travel throughout Florida and availability for significant property emergencies required.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
