Licensing & Contracting Supervisor

People Leader | Insurance Operations

PHP Agency | Fountain Place | Downtown Dallas, TX

Paid Onsite Garage Parking + Fully Subsidized DART Access

Lead the Team That Enables Agents to Do Business

Build Capability. Strengthen Compliance. Accelerate the Agent Experience.

At PHP Agency, an agent's ability to serve families begins with accurate, timely licensing and carrier contracting. We are seeking a Licensing & Contracting Supervisor who can lead a growing operations team, strengthen execution, and create a responsive, high-quality experience for agents and carrier partners.

This visible leadership role oversees Team Leads and Licensing Coordinators responsible for license verification and carrier contracting. You will set clear standards, develop talent, resolve complex issues, and improve the systems and workflows that help agents become ready to conduct business.

Why PHP Agency?

Founded in 2009, PHP Agency is a life insurance field marketing organization that partners with leading insurance and annuity carriers. As part of the Integrity Family of Companies, PHP combines an agent-first, growth-focused culture with the resources and innovation of a national insurance distribution organization.

What You'll Do

You will lead day-to-day Licensing & Contracting operations while balancing service, speed, accuracy, compliance, and team development. You will also serve as a key connector among agents, carrier partners, vendors, leadership, and cross-functional teams.

Team Leadership & Development

· Lead, coach, and develop Team Leads and Licensing Coordinators, building capability and a pipeline of future leaders.

· Set clear expectations for productivity, quality, service levels, collaboration, and accountability.

· Conduct one-on-one meetings, team huddles, performance coaching, and development conversations that support individual growth and team cohesion.

· Provide timely feedback, mentoring, recognition, and appropriate performance intervention to sustain a high-performing culture.

Training, Quality & Continuous Improvement

· Oversee onboarding and ongoing training so team members build proficiency in processes, systems, service communication, and compliance requirements.

· Identify skill gaps and implement focused development plans, cross-training, and practical learning opportunities.

· Conduct quality reviews of work and calls to reinforce accuracy, consistency, and company standards.

· Identify inefficiencies, recurring errors, and service barriers; implement solutions that improve workflow and business outcomes.

Operational Oversight & Execution

· Monitor work queues, turnaround times, workloads, service levels, and daily team performance; adjust priorities and resources as needed.

· Delegate work effectively and ensure commitments are completed accurately and within established service expectations.

· Troubleshoot complex licensing, contracting, system, or workflow issues and personally manage high-impact escalations when needed.

· Lead or participate in special projects, system enhancements, and department-wide improvement initiatives.

Cross-Functional Partnership & Escalation Management

· Partner with peer leaders and internal teams to deliver seamless, white-glove support to PHP agents.

· Serve as a trusted escalation partner for Team Leads, field agents, carrier partners, vendors, and internal stakeholders.

· Coordinate resolution of issues that span multiple departments, maintaining transparency, urgency, and fairness.

· Build productive relationships with carrier partners and vendors that strengthen service and operational outcomes.

Reporting & Business Communication

· Track and communicate productivity, quality, service, workload, and operational trends through clear, actionable reporting.

· Keep leadership informed of personnel matters, operational challenges, risks, corrective actions, and performance progress.

· Use data and business insights to recommend process adjustments, resource priorities, and performance improvements.

What Makes You a Great Fit

You are an experienced operations leader who brings clarity to complexity and creates accountability without losing sight of service. You are comfortable working in a regulated environment, developing people, using data to guide decisions, and building trust with agents, carriers, and internal partners.

Required Qualifications

· 3-5 years of experience in insurance licensing, contracting, compliance, or operations.

· Proven leadership experience in a fast-paced, regulated environment.

· Ability to coach teams, establish accountability, and align execution with a field-driven culture.

· Strong systems thinking, analytical judgment, reporting, and process-development skills.

· Experience with CRM, workflow, ticketing, or comparable operational systems.

· Proficiency in Word, Excel, PowerPoint, and business intelligence or reporting tools.

Preferred Qualifications

· Experience with NIPR, carrier portals, and insurance licensing compliance standards.

· Experience leading Team Leads and Licensing Coordinators.

· Experience supporting system enhancements, workflow redesign, or operational transformation.

· Knowledge of life insurance carrier contracting and agent onboarding processes.

What You'll Love About Working Here

· A high-impact leadership role that directly influences agent readiness, service quality, compliance, and team performance.

· A professional office environment in Fountain Place, one of Downtown Dallas most recognizable buildings.

· Paid onsite garage parking or fully covered DART access, with convenient access to Akard and St. Paul stations.

· Employee ownership eligibility, comprehensive benefits, a 401(k), paid time off, holidays, and paid community service time.

· Career growth opportunities within PHP Agency and the Integrity Family of Companies.

Why it works

3×

more interviews than doing it yourself with ChatGPT.

ChatGPT writes a CV and never learns what happened to it. We see every reply. For each CV we know:

  • How it was written, and how the review scored it
  • When we applied, and how long after the posting went up
  • Which posting, which company, which city
  • Who got the interview, and who heard nothing

That is how we know which CVs get called.
