Осуществление анализа и оценки результатов закупок, достижения целей закупок Осуществление проверки, анализа и оценки информации о законности, целесообразности, об обоснованности, о своевременности, об эффективности и о результативности расходов на закупки по планируемым к заключению, заключенным и исполненным контрактам Обобщение результатов осуществления экспертно-аналитической и информационной деятельности Разработка нормативных или локальных актов в сфере закупок, их адаптация и изменение в соответствии с изменениями законодательства Российской Федерации в сфере закупок Проведение плановых проверок в отношении субъектов контроля при осуществлении закупок Проведение внеплановых проверок в отношении субъектов контроля при осуществлении закупок Составление и оформление отчетов по результатам проверок документов

Знания: Требования законодательства РФ в сфере закупок (44-ФЗ, 223-ФЗ и др.). Основы гражданского, бюджетного, земельного, трудового и административного законодательства в части, касающейся закупок. Основы антимонопольного законодательства. Основы бухгалтерского учёта и налогообложения в части, касающейся закупок. Принципы ценообразования и методы определения начальных (максимальных) цен контракта. Основы информатики в части, применимой к закупкам. Этика делового общения и правила ведения переговоров. Умения: Планировать закупки (формировать планы-графики). Обосновывать начальные (максимальные) цены контрактов. Подготавливать закупочную документацию (технические задания, проекты контрактов). Размещать извещения и документацию в Единой информационной системе (ЕИС). Организовывать и сопровождать закупочные процедуры (конкурсы, аукционы). Контролировать исполнение контрактов (отслеживать сроки, проверять соответствие поставок). Анализировать рынок поставщиков и ценовую политику. Работать с информационными системами (ЕИС, ЭТП, 1С).
