Руководит разработкой перспективных и текущих планов капитального строительства, реконструкции. Согласовывает задания на проектирование и готовит их к утверждению вышестоящими организациями. Принимает меры по своевременному заключению контрактов с подрядными организациями на проектно-изыскательские и строительно-монтажные работы и контролирует их исполнение, предусмотренные контрактом. Обеспечивает выдачу всех необходимых для разработки проектно-сметной документации материалов по объектам строительства и реконструкции. Обеспечивает строительный контроль за качеством и сроками выполнения всех строительно-монтажных и других строительных работ, за их соответствием утвержденной проектно-сметной документации, строительным нормам и техническим условиям. Согласовывает с органами, осуществляющими технический надзор, вопросы установки, испытаний и регистрации оборудования на строительных площадках. Осуществляет работу по сдаче, приемке вводу в эксплуатацию объектов, совместно с подрядными организациями. Своевременно и в полном объеме отрабатывать и представлять должностным лицам, с соответствующими полномочиями, отчетную и иную документацию.

Заместитель директора подчиняется непосредственно (руководителю) директору учреждения. В период временного отсутствия директора учреждения исполняет его обязанности. Заместитель директора относится к категории руководителей, координирует деятельность подчиненных ему подразделений: - отдел по надзору за строительством; - производственно-технический отдел; Заместитель директора отвечает за: -надлежащую организацию работы в соответствии с утвержденными программами и планами учреждения; -исполнительскую и трудовую дисциплину работников; -ведение и предоставление установленной отчетности. В практической деятельности заместитель директора должен руководствоваться: -законодательством, нормативно-правовыми актами, а также локальными актами и организационно-распорядительными документами учреждения; -правилами внутреннего распорядка, правилами охраны труда и техники безопасности; -указаниями и поручениями директора учреждения; -настоящей должностной инструкцией. Заместитель директора должен знать: -законодательные и нормативные правовые акты, по вопросам касающимся деятельности учреждения; -перспективы технического и экономического развития учреждения; -строительные нормы и правила; -технологию производства и способы ведения строительных работ; -порядок разработки и оформления проектно-сметной и другой технической документации; -порядок финансирования, заключения и исполнения контрактов.
